e

e

e

Res No. 3966--A resolution authorizing annexation of property
located on the north side of Long Oak Drive, east
of Ross Lane to the City of Eugene and the Lane
County Metropolitan Wastwater Service District.

Final Order No. AZ 85-5--A final order rezoning property located
on the north side of Long Oak Drive,
east of Ross Lane from County RA
Suburban Residential District to City
RA Suburban Residential District.

Mr. Hansen moved, seconded by Mr. Holmer, to adopt the
resolution and Final Order No. AZ 85-5 concerning property
located on the north side of Long Oak Drive, east of Ross Lane.
Roll call vote; the motion carried unanimously, 7:0.

D. 1985 Annual Review of the Eugene Bikeways Master Plan (memo,
resolution distributed)

City Manager Micheal Gleason introduced the 1985 review of the Eugene Bikeways
Master Plan. Diane Bishop gave the staff report. She said the annual review
keeps the bikeways plan flexible and up-to-date. She said interested groups
reviewed the plan. She said the Bicycle Committee recommended only one
change. It is from the off-street designation along 30th Avenue east of Agate
Street to the striped shoulders designation. She said construction of an
off-street bikeway along 30th Avenue would be prohibitively expensive.

e

Answering a question from Ms. Bascom, Ms. Bishop said the path from the Laurel
Hill Valley will remain the same.

Mayor Obie opened the public hearing. There being no requests to testify, he
closed the public hearing.

Ms. Bascom said it would be easy for the Bikeway Master Plan to disintegrate
because of funding restraints. She emphasized that the City should apply for
funds the Exxon Corporation recently gave to the State.

Res. No. 3967--A resolution amending the Bikeways Master Plan
and addendum thereto.

Mr. Hansen moved, seconded by Mr. Holmer, to adopt the
resolution. Roll call vote; the motion carried unanimously, 7:0.

IV. COUNCIL POLICIES ON FINANCIAL MANAGEMENT (memo, background information
distributed)

City Manager Micheal Gleason introduced consideration of the council policies
on financial management. Finance Director Warren Wong gave the staff report.
He said the word "entitlement" will be changed to "authorization" as suggested
by Mr. Holmer.

e

MINUTES--Eugene City Council

March 17, 1986

Page 11
