A list could be <br />provided to the council. Many of the bike projects in the TransPlan involve <br />the striping of streets and are not large enough to be included in the CIP. <br />The street light, traffic signal, and bike path rehabilitation programs were <br />reduced because the council directed that only "urgent, non-postponablell <br />projects should be included in the CIP. <br /> <br />Answering questions from Ms. Wooten, Mr. McKinley said most of the projects in <br />the first two phases of the TransPlan are included in the CIP. He said the <br />Roosevelt improvement from Highway 99 to Maple Street in the CIP includes the <br />off-street bike path from Highway 99 to Beltline. The bike path is not <br />included in the TransPlan listing. He said about 70 percent of the bike <br />projects in the TransPlan are striped on-street lanes. They are included when <br />arterials and collectors are improved. <br /> <br />Mr. Hansen said the Budget Committee suggested last year that road improve- <br />ments and sign projects listed in the Parks Department section of the CIP <br />should be in the Public Works Department section. He wondered why it was not <br />done. Mr. McKinley will investigate the matter. <br /> <br />Answering a question from Mr. Miller, Mr. Gleason said an independent <br />architect and engineer have examined the Hult Center. They reported there is <br />no problem with the settling of the building. They said most of the cracks <br />are not in structural beams. They are in decorative timbers. <br /> <br />Ms. Bascom said she is on the Metropolitan Area Transportation Committee. <br />She said members were told at the last meeting that the Exxon Corporation is <br />giving $21 million to Oregon for alternative modes of transportation. She <br />asked the staff to prepare applications for enough funds to accomplish the <br />bike projects that were deleted from the CIP. <br /> <br />Mr. Holmer said the critical testimony about the City Administration should <br />have been directed at the council because the council adopts the budget which <br />was the basis of the criticism. He said he wants to associate himself with <br />the City Manager in respect to the criticism. <br /> <br />Discussing the CIP adoption process, Mr. Holmer suggested the council refer <br />the CIP to the Budget Committee. Mr. Gleason said the Budget Committee <br />reviews the first year of the CIP and the projects are authorized when the <br />budget is adopted. Ms. Wooten suggested the council consider the CIP in a <br />work session in the McNutt Room. Cathy Freedman of the City Manager's Office <br />said the council will receive the budget on April 15. She suggested a council <br />work session on the CIP be scheduled for April 16. <br /> <br />Mr. Holmer said the schedule seemed to preclude meaningful participation by <br />the lay members of the Budget Committee. He did not think the council should <br />make decisions about the CIP before the Budget Committee has acted. <br /> <br />Mayor Obie said the overlay of the planning process with the financial process <br />of the City is delicate.
