She said some of the Hult Center <br />projects may have to be deferred because they are not urgent and non- <br />postponable. She would like to expedite the improvement of Bethel Drive. <br />She is concerned about the decrease in the street lighting program because it <br />is a public safety issue in some established neighborhoods that have changed. <br />She is concerned about the asbestos at the library. She suggested its removal <br />be phased if it presents a threat. She would like information about the cost <br />of the improvement of Roosevelt Boulevard from Highway 99 to Maple Street, and <br />8he would like to consider the improvements to 5th Avenue. <br /> <br />Mr. Miller said some of the Hult Center projects do not seem urgent, but the <br />lobby tile replacement is important because loose tiles are dangerous. <br />He said Community Development Block Grant funds might be used for the handi- <br />capped performers' lift at the Hult Center. He said the council should <br />consider expediting the improvement of Bethel Drive as well as the redevelop- <br />ment of some other streets. He would like to emphasize the importance of <br />traffic signals, street lights, and the removal of asbestos from the library. <br /> <br />Mr. Hansen asked for a clarification about how much the council decided should <br />be spent for capital improvements this year. He thought it was $3 million. <br />If so, he would like detailed information about the difference between a <br />$2.3 million and a $3 million CIP. <br /> <br />Answering a question from Ms. Bascom, Mayor Obie said department heads do not <br />usually discuss the CIP projects with the council. Ms. Wooten said an <br />explanation of the projects appears in the Planning Commission minutes. <br /> <br />Mr. Rutan wondered if money for the airport expansion should be allocated from <br />the General Fund. He said statements in the CIP should indicate that the City <br />does not have $6.7 million for the CIP. <br /> <br />Ms. Schue said the Hult Center projects in the CIP should be considered <br />carefully. She asked about the budget process. Assistant City Manager Dave <br />Whitlow said the first tier of projects presented to the Budget Committee will <br />be projects for which funds are available. They total $600,000 to $700,000. <br />The second tier will be the rest of the projects in the first year of the CIP <br />and will total another $700,00 to $800,000. The third tier will be other <br />projects that will bring the total to $2.3 million. Mr. Gleason added that <br />the budget will indicate projects that can be accomplished with available <br />funds which include increased user fees. Funds for the third group of <br />projects have not been identified. If projects in the third tier are <br />approved, funds will have to be identified or other portions of the budget <br />will have to be cut. <br /> <br />Mayor Obie concurred with concerns about the Hult Center projects. He said <br />the CIP should include some funds for the airport expansion to indicate that <br />it is the council IS first priority.
