e

Referring to his second concern, Mr. Holmer said a broad representation of
experts should be included in the panel of people who review sites for
regulation. He said a list of experts is not sufficient as the Historic
Review Board has found out. Referring to his third concern, he said the
council ought to consider and arrive at a decision about refinement plans of
other jurisdictions.

Mr. Holmer suggested the other councilors vote as they wish, but he said the
council was being rushed and he had expressed his concerns. Answering a
question from Mayor Obie, Mr. Holmer said he was not requesting that Mayor
Obie continue consideration of the issue.

Roll call vote; the motion carried 6:1 with Councilors Hansen,
Ehrman, Schue, Wooten, Bascom, Miller voting aye and Councilor
Holmer voting nay, and the bill was declared passed (and became
Ordinance 19382).

At 1 :37 p.m., Mayor Obie adjourned the meeting to April 28,1986.

~~~
Micheal Gleason
Ci ty Manager
.
