CONSIDERATION OF FINDINGS/MINUTES OF HEARINGS OFFICIAL AND AWARD OF <br /> e CONTRACT FOR PAVING, SANITARY SEWERS, STORM SEWERS, SIDEWALK, AND STREET <br /> LIGHTS ON ROYAL AVENUE FROM CANDLELIGHT DRIVE TO TERRY STREET (Job 2183) <br /> (memo, findings, and minutes distributed) <br /> City Manager Michea1 Gleason introduced discussion of the findings and minutes <br /> of the Hearings Official and the awarding of a contract for improvements to <br /> Royal Avenue. City Engineer Bert Teitzel gave the staff report. He said this <br /> is a council-initiated project. <br /> Answering questions from Ms. Wooten, Mr. Teitze1 said the assessments are not <br /> unusually high. The estimate was $31 a front foot of roadway and the assess- <br /> ment will be $30 per front foot of roadway and $9.71 per front foot of <br /> sidewalk. He said the assessment is based on the bids for the project. <br /> Ms. Schue moved, seconded by Mr. Holmer, to approve the findings <br /> and minutes of the Hearings Official dated June 16, 1986, <br /> concerning the Royal Avenue Project and authorize award of the <br /> contract. Roll call vote; the motion carried unanimously, 6:0. <br /> IV. RECOMMENDATION FROM JOINT PARKS COMMITTEE RE: LAURELWOOD EXPANSION <br /> PROPOSAL (memo, background information distributed) <br /> City Manager Micheal Gleason introduced discussion of the Joint Parks <br /> Committee recommendation about the proposed restoration/expansion of the <br /> e Laurelwood Golf Course. He said the item is on the agenda because the <br /> councilors wanted to discuss the proposal in a work session. Parks and <br /> Recreation Director Ernie Drapela gave the staff report. He 'distributed his <br /> several-r.age memorandum dated June 25, 1986, titled "Laure1wood Expansion <br /> Proposal I to the councilors. <br /> Reviewing the history of the proposal, Mr. Drapela said the Parks Department <br /> first received a proposal to restore the Laurelwood Golf Course to 18 holes in <br /> 1981. He said the restoration is related to the City's Six-Point Economic <br /> Diversification Program and the proposal was deferred until the Parks Master <br /> Plan was adopted. Upon adoption of the Master Plan, the National Golf <br /> Foundation was asked to study the golf course needs of the metropolitan area <br /> and recommended that Laurelwood be restored if there are no other possibili- <br /> ties of improving the golf resources of the area. He said the Joint Parks <br /> Committee adopted the study with the following additional statement: <br /> If a golf course operator is able to obtain private financing, necessary <br /> permits, respond to safety concerns, and produce a plan acceptable to <br /> the City, the expansion of Laurelwood to an18-hole course should be <br /> allowed. <br /> Mr. Drapela said the findings of the National Golf Foundation and the addi- <br /> tional statement became amendments to the Parks Master Plan and the staff <br /> began implementing the plan.
