He said the Joint Parks Committee <br /> e has reviewed the proposal twice and affirmed its action to proceed with a <br /> Planned Unit Development (PUD) proposal for a general golf course design. <br /> He said the committee inserted an unprecedented public hearing to be held by <br /> the Joint Parks Committee or the City Council to review the conditions imposed <br /> by the Hearings Official if the the Hearings Official approves the PUD <br /> request. He emphasized the PUD proposal is not a bona fide proposal from a <br /> developer. If the Hearings Official approves the PUD request and the council <br /> does not overturn the official's decision, a Request for Proposal will be <br /> issued and a specific proposal from a developer will be submitted for final <br /> PUD approval. <br /> Mr. Drapela said the City Attorney indicated yesterday that the opinion dated <br /> April 10, 1985, is still valid. He said the Parks Department staff will <br /> proceed with the PUD process approved by the Joint Parks Committee if the <br /> council takes no action today. <br /> Ms. Schue is a member of the Joint Parks Committee. She said the Parks <br /> Department staff has implemented the direction of the Joint Parks Committee <br /> but the issue is important to the neighborhood and the council should act upon <br /> the matter before more staff time is invested. She said she is comfortable <br /> with continuing the process because the Hearings Official will consider the <br /> neighborhood's concerns. <br /> Answering questions from Ms. Ehrman, Mr. Chenkin of the Planning Department <br /> said the PUD proposal will be considered by the Hearings Official within 30 <br /> e days of submission. He said the Hearings Official's decision can be appealed <br /> to the Planning Commission. Mr. Drapela said the restoration could begin in <br /> the summer of 1987 if an authorized proposal is received and approved. <br /> Replying to questions from Ms. Wooten, Ms. Schue said the Joint Parks Com- <br /> mittee did not discuss an alternate master plan for the Laurelwood property. <br /> She said the neighborhood request for an alternate master plan indicates the <br /> neighborhood does not like the current proposal. She said the Joint Parks <br /> Committee held a public hearing before amending the Parks Master Plan to <br /> provide for consideration of the l8-hole golf course. Mr. Drapela said the <br /> general PUD proposal is really a master plan for the Laurelwood property. <br /> Responding to other questions from Ms. Wooten, Mr. Drapela said the restora- <br /> tion of the golf course would result in the same legal arrangements made with <br /> the Eugene Sports Program (ESP) for the Polk Street property. He said the <br /> improvements financed by ESP were given to the City, and the City then leased <br /> the property back to ESP for $1 annually. Consequently, the improvements to <br /> the Laurelwood property would be part of the City's assets and would have to <br /> meet City standards. He said the City will not provide collateral for <br /> financing the improvements and the investor must have enough time (probably 10 <br /> to 20 years) to amortize the investment.
