He emphasized that neither jurisdiction is taking advantage of the <br /> other. <br /> Mr. Gleason discussed the 20 percent discount the City has received for the <br /> use of the Regional Information System (RIS) since its creation. He said the <br /> discount amounts to about $250~000 annually and was cancelled by the Regional <br /> Executive Group when it approved the RIS budget for next year. <br /> Ms. Schue is on the Urban Services Policy Committee. She said all city <br /> residents are also county residents and they gain the most from the proposed <br /> agreement. She said the agreements will ensure the maintenance of Alton Baker <br /> Park. <br /> Mr. Holmer commended the staff for the development of the transfer process. <br /> Replying to his questions, Mr. Gleason said the "purchase of services" from <br /> Lane County is for such things as assessment and taxation collection. He and <br /> Ms. Anderson discussed how the price for services was figured. Mr. Carlson <br /> said the $210,000 increase in the City's obligations for services it will take <br /> over from Lane County will not add more than that amount to the City's <br /> budget. <br /> Mr. Holmer said the undertaking is very significant and the council should <br /> review the final agreement. <br /> Answering questions from Ms. Wooten, Public Works Director Chris Andersen said <br /> . the transfer of moneys from the County Road Fund for the road system within <br /> the urban growth boundary is complex and is still being negotiated. There is <br /> no agreement now about the transfer of moneys for new annexations. <br /> Mr. Gleason said Springfield supports the transfer concept but is not as <br /> concerned as Eugene because issues such as maintenance of parks and the RIS <br /> discount do not apply to Springfield. <br /> Replying to questions from Ms. Ehrman and Mr. Miller, Ms. Andersen said the <br /> agreement indicates the City accepts responsibility for the maintenance and <br /> upgrading of 22 miles of roads but the City is already maintaining some of <br /> them. Mr. Carlson said a final agreement will probably be developed within <br /> three or four weeks. <br /> Mr. Miller suggested a City-wide policy be developed for upgrading City roads. <br /> Replying to questions from Mr. Holmer, Ms. Andersen said the transfer of <br /> responsibility for all roads within the urban growth boundary has been <br /> discussed. The initial agreement will give the City and the County experience <br /> in transferring services. Mr. Gleason discussed the County Road Fund and said <br /> 80 percent of County residents live within cities. Ms. Andersen said the City <br /> will not initiate an accelerated improvement program for the 22 road miles for <br /> which the City is accepting responsibility.
