WORK SESSION RE: INTERGOVERNMENTAL AGREEMENT FOR URBAN TRANSITION <br /> (memo, background information distributed) <br /> City Manager Micheal Gleason introduced a discussion of an intergovernmental <br /> agreement for the transfer of urban services. Jim Carlson of the Planning <br /> Department gave the staff presentation. He said the intergovernmental <br /> agreement provides for the transfer of funds between Lane County and the <br /> Ci ty. He said the City Council and the Lane County Board of Commissioners has <br /> approved the transfer of building and planning services on January 1,1987. <br /> He said the Urban Services Policy Committee has adopted several policy papers <br /> and is working out the details of the transfer of services for parks. <br /> Mr. Carlson said the intergovernmental agreement involves a formula which is <br /> based on road miles and population and can be applied to all the cities in the <br /> county. The agreement covers the cost of added responsibilities, recognizes <br /> the IIpurchase of servicesll from Lane County by the cities, recognizes that <br /> more services probably will be transferred in the future, and transfers <br /> responsibility for certain roads within the City and eliminates the lIassis- <br /> e tance to cities" program for those roads. He said, at a minimum, principal <br /> arterials are not included in the initial agreement. <br /> Mr. Carlson said responsibility for about 22 road miles are included in the <br /> agreement which provides for the transfer of Lane County road funds to the <br /> City and some City General Fund moneys to Lane County. Most of the roads to <br /> be transferred are in the Willakenzie and River Road areas. They are not <br /> improved to City standards. He said the County road funds must be used for <br /> roads and the council will consider adjustments to the Eugene budget for <br /> planning, building, and other services assumed from the County. <br /> Mr. Carlson said the proposed three-year agreement initially involves a <br /> $826,000 transfer from the Lane County Road Fund and a $246,000 transfer from <br /> the City to the County. The agreement must be reviewed in the third year and <br /> can be cancelled if an l8-month notice is given. He said the agreement is <br /> meant to be a continuing one. <br /> Mr. Gleason said the transition issues involve the City's relationship to the <br /> Lane County Road Fund and a decision about which jurisdictions should provide <br /> urban services. He said the issues will be clearer after the initial steps in <br /> the transfer. <br /> Answering a question from Ms. Bascom, Mr. Gleason said Lane County has funds <br /> which can be spent only on roads and needs funds for other expenses.
