Teresa Bishow of <br /> the Planning Department gave the staff report. She reviewed the testimony <br /> at the council1s public hearing on July 14, 1986, and recommended two <br /> changes to the Periodic Review Order and two changes to the Metro Plan <br /> amendments. She recommended the council add the following statement to <br /> the end of the first paragraph to Page 3, Section 2.a., Plan Amendments in <br /> the Periodic Review Order: <br /> The only foreseeable cumulative effect that may result from the <br /> Riverfront Park Plan amendment is the potential loss of private <br /> University recreational space in the Riverfront Park Area. Prior <br /> to the conclusion of this periodic review process, the Metropolitan <br /> Plan will be amended to indicate that the City of Eugene will <br />. cooperate with the University of Oregon in the resolution of any <br /> loss of recreational facilities associated with development in <br /> the Riverfront Park. <br /> She recommended the council add the following to Page 14, Section 0.2. <br /> Although not required by LCOC for goal compliance, the local <br /> governments have not developed policies and local controls for <br /> protection and management of wetlands.
