LCDC PERIODIC REVIEW AND METRO PLAN AMENDMENTS (memos, resolution, Ordinance, background material distributed) Assistant City Manager Dave Whitlow introduced the item. Teresa Bishow of the Planning Department gave the staff report. She reviewed the testimony at the council1s public hearing on July 14, 1986, and recommended two changes to the Periodic Review Order and two changes to the Metro Plan amendments. She recommended the council add the following statement to the end of the first paragraph to Page 3, Section 2.a., Plan Amendments in the Periodic Review Order: The only foreseeable cumulative effect that may result from the Riverfront Park Plan amendment is the potential loss of private University recreational space in the Riverfront Park Area. Prior to the conclusion of this periodic review process, the Metropolitan Plan will be amended to indicate that the City of Eugene will . cooperate with the University of Oregon in the resolution of any loss of recreational facilities associated with development in the Riverfront Park. She recommended the council add the following to Page 14, Section 0.2. Although not required by LCOC for goal compliance, the local governments have not developed policies and local controls for protection and management of wetlands.
