<br /> . <br /> The City of Eugene shall cooperate with the University of Oregon <br /> in the resolution of any loss of recreational facilities associated <br />. with development in the Riverfront Park. <br /> She said the changes should be made to Exhibit A, attached to the proposed <br /> resolution. <br /> Answering questions from Ms. Ehrman, Ms. Bi show said the recommended <br /> change would require local governments to develop policies and local <br /> controls for the protection and management of wetlands prior to completion <br /> of the next major Metro Plan Update. She said the Update will begin in <br /> July 1987 and will be concluded by July 1989. <br /> Replying to questions from Ms. Wooten, Ms. Bishow said neither of the <br /> recommended changes would affect the application to fill some wetlands in <br /> the Valley River area. She said the processes for considering <br /> applications to fill wetlands in the Willamette Greenway and the <br /> applications before the Army Corps of Engineers include public hearings. <br /> She said some wetlands in the area are not covered by those processes. <br /> Gary Darnielle of the Lane Council of Governments staff added that Lane <br /> County does not have measures to protect or manage some wetlands. <br /> Responding to a question from Mr. Hansen about a possible conflict of <br /> interest because of an application to the Army Corps of Engineers for a <br /> permit to fill some wetlands in the Valley River area, Mr. Sercombe said <br /> Mr. Hansen did not have a conflict of interest. Mr. Sercombe said the <br /> council's action concerning the Metro Plan Periodic Review and the Metro <br /> Plan amendments involves general legislative policy that will not affect <br />. the permi t. <br /> Ms. Bascom said the playing fields and other areas along the Willamette <br /> River are very important to the University community. She said the City <br /> should encourage the University to address a possible loss of the <br /> recreational facilities. <br /> Res. No. 3999--A resolution adopting a final local periodic <br /> order pursuant to ORS 197.641(1) subject to <br /> the changes recommended by the staff. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, to adopt the <br /> resolution. Roll call vote; the motion carried unanimously, <br /> 8:0. <br /> Ms. Wooten said the wetlands issue is very important and she would like <br /> information from the staff if the policies in the Periodic Review Order <br /> are not adequate. <br /> CB 2899--An ordinance adopting amendments to the Eugene- <br /> Springfield Metropolitan Area General Plan. <br />.
