. The City of Eugene shall cooperate with the University of Oregon in the resolution of any loss of recreational facilities associated . with development in the Riverfront Park. She said the changes should be made to Exhibit A, attached to the proposed resolution. Answering questions from Ms. Ehrman, Ms. Bi show said the recommended change would require local governments to develop policies and local controls for the protection and management of wetlands prior to completion of the next major Metro Plan Update. She said the Update will begin in July 1987 and will be concluded by July 1989. Replying to questions from Ms. Wooten, Ms. Bishow said neither of the recommended changes would affect the application to fill some wetlands in the Valley River area. She said the processes for considering applications to fill wetlands in the Willamette Greenway and the applications before the Army Corps of Engineers include public hearings. She said some wetlands in the area are not covered by those processes. Gary Darnielle of the Lane Council of Governments staff added that Lane County does not have measures to protect or manage some wetlands. Responding to a question from Mr. Hansen about a possible conflict of interest because of an application to the Army Corps of Engineers for a permit to fill some wetlands in the Valley River area, Mr. Sercombe said Mr. Hansen did not have a conflict of interest. Mr. Sercombe said the council's action concerning the Metro Plan Periodic Review and the Metro Plan amendments involves general legislative policy that will not affect . the permi t. Ms. Bascom said the playing fields and other areas along the Willamette River are very important to the University community. She said the City should encourage the University to address a possible loss of the recreational facilities. Res. No. 3999--A resolution adopting a final local periodic order pursuant to ORS 197.641(1) subject to the changes recommended by the staff. Mr. Hansen moved, seconded by Ms. Ehrman, to adopt the resolution. Roll call vote; the motion carried unanimously, 8:0. Ms. Wooten said the wetlands issue is very important and she would like information from the staff if the policies in the Periodic Review Order are not adequate.
