Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be read the second time by council bill number only, with . unanimous consent of the council, and that enactment be considered at this time. Roll call vote; the motion carried unanimously, 8:0. Council Bill 2899 was read the second time by council bill number only. Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance No. 19398). Ms. Wooten left the meeting. VII. CAPITAL IMPROVEMENT PROGRAM FY 1986/87 THROUGH FY 1995/96 (memo, background information distributed) Assistant City Manager Dave Whitlow said the council had two work sessions on the Capital Improvement Program (CIP). Mr. Hansen moved, seconded by Ms. Ehrman, to adopt the last nine years of the Draft FY 1986/87 through FY 1995/96 Capital Improvement Program with the changes noted. Roll call vote; the motion carried unanimously, 7:0. . Ms. Ehrman said she is glad the City is adopting a procedure for the CIP which will involve a shorter time. VIII. DOWNTOWN COMMISSION PARKING PROGRAM RECOMMENDATIONS (memos, ordinance, background information distributed) Assistant City Manager Dave Whitlow introduced the item. CB 2900--An ordinance concerning the Downtown Development District and fees for parking; amending Sections 2.153, 2.812, 3.700, 5.233, 5.285, and 5.335 of the Eugene Code, 1971, providing an effective date; and declaring an emergency. Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Mr. Holmer read the following from page 3 of the proposed ordinance: . . .The charges for a specific facility or part thereof and the conditions upon which parking is authorized shall be established .
