<br /> the owner of the Oakmont Way property. He said they both know of the <br /> concerns of the neighbors and intend to try to alleviate the concerns. He <br /> . said the owner assured him there will be buffering, 40 percent more <br /> parking spaces, and less traffic than generated by the fitness center. <br /> Planning Director Susan Brody distributed a map of the area to the <br /> councilors. Building Official Larry Reed said the property is zoned C-2 <br /> General Commercial District. The State Employment Division offices are a <br /> permitted use in the zone. The building was constructed in 1976 and the <br /> parking lot was expanded to 77 spaces in 1984. He said a contractor for <br /> the State Employment Division has an interior demolition permit to begin <br /> the remodeling of the building. He discussed the proposed remodeling and <br /> said 50 parking spaces will probably be required but the lot will probably <br /> be expanded to 100 spaces. <br /> Answerin~ questions from Mr. Hansen, Mr. Reed said the remodeling will not <br /> require a public hearing and a permitted use cannot be prohibited because. <br /> of the traffic it will generate. However, entrances and exits can be <br /> changed. <br /> Mayor Obie suggested City and State officials discuss bus access to the <br /> new location, the orientation of the building toward Coburg Road, and <br /> other ways of mitigating the effect of the relocation. He wondered how <br /> pedestrians will get to the new location. He suggested State officials <br /> consider having a satellite office downtown and administrative offices on <br /> Coburg Road. <br /> Ms. Ehrman suggested a City process be established for addressing such <br /> . prob 1 ems. <br /> Ms. Schue said the petitions signed by almost 400 people which were <br /> received by the councilors should be sent to the State Employment <br /> Division. <br /> Mayor Obie directed the staff to communicate the council's concerns to the. <br /> signers of the petitions. <br /> Mr. Hansen asked the staff to consider the permits required for the <br /> relocation and remodeling very carefully so that the change will have as <br /> little effect on the neighborhood as possible. He liked Mayor Obie's idea <br /> of a downtown satellite office and suggested the Development Department <br /> pursue the suggestion. <br /> K. Eugene Representation at Expo 86 <br /> Mayor Obie said Expo 86 is a good experience. He thanked the people who <br /> worked with him during Eugene Day at Expo 86. He said vi sitors <br /> appreciated personal contact with Eugene people but many visitors from <br /> other parts of the country still remember that they were told some years <br /> ago, "Come to Oregon, but don I t stay.
