Mayor Obie discussed the site of Expo 86 and suggested City officials investigate the possibility of obtaining some of the temporary buildings . for the Eugene Celebration. L. Visitors from Kakegawa Japan Mayor Obie said the official delegation from Kakegawa, Japan, will arrive August 18. Several Kakegawan city councilors will be in the delegation. M. Student Visitors to Council Meetings Mayor Obie said he would like to continue the practice started last year of having students attend luncheon meetings of the council. He asked the staff to contact each councilor for suggestions. N. Possible Changes to the Sign Code Mr. Hansen said he does not like signs that blink but the other councilors dec i ded to permi t them when the Sign Code Update was approved. He suggested the council consider reducing the speed at which signs in Eugene are permitted to blink. He said the purpose of signs is to inform people. The purpose is not to attract attention. No other councilor indicated an interest in discussing blinking signs although Ms. Bascom suggested it be discussed at a process session of the council. . O. Change to Agenda Mr. Whitlow announced that a tenth item concerning the management of the special habitat area of the Willow Creek area will be added to the agenda. II. (minutes distributed) Mr. Hansen moved, seconded by Ms. Ehrman, to approve the Ci ty Council mi nutes of June 9, 1986; June 11, 1986; July 9, 1986; July 15, 1986; July 16, 1986; July 21, 1986; and July 28, 1986.
