<br /> Mayor Obie discussed the site of Expo 86 and suggested City officials <br /> investigate the possibility of obtaining some of the temporary buildings <br /> . for the Eugene Celebration. <br /> L. Visitors from Kakegawa Japan <br /> Mayor Obie said the official delegation from Kakegawa, Japan, will arrive <br /> August 18. Several Kakegawan city councilors will be in the delegation. <br /> M. Student Visitors to Council Meetings <br /> Mayor Obie said he would like to continue the practice started last year <br /> of having students attend luncheon meetings of the council. He asked the <br /> staff to contact each councilor for suggestions. <br /> N. Possible Changes to the Sign Code <br /> Mr. Hansen said he does not like signs that blink but the other councilors <br /> dec i ded to permi t them when the Sign Code Update was approved. He <br /> suggested the council consider reducing the speed at which signs in Eugene <br /> are permitted to blink. He said the purpose of signs is to inform people. <br /> The purpose is not to attract attention. <br /> No other councilor indicated an interest in discussing blinking signs <br /> although Ms. Bascom suggested it be discussed at a process session of the <br /> council. <br /> . O. Change to Agenda <br /> Mr. Whitlow announced that a tenth item concerning the management of the <br /> special habitat area of the Willow Creek area will be added to the agenda. <br /> II.
