Roll call vote; the motion passed <br /> unanimously, 6:0. <br /> Council Bill 2903 was read the second time by council bill number only. <br /> Mr, Hansen moved, seconded by Ms. Ehrman, that the bill be <br /> approved and given final passage. Ro 11 ca 11 vote; all <br /> councilors present voting aye, the bill was declared passed <br /> (and became Ordinance No, 19406). <br /> VI!. RESOLUTION CONCERNING ANNEXATION GUIDELINES <br /> City Manager Micheal Gleason introduced the discussion. Planning Director <br /> Susan Brody gave the staff report. She said the council directed the Planning <br /> Commission to develop administrative guidelines for proposed annexations when <br /> the counci 1 adopted the Annexation Program in April 1986. She sa i d the <br />e Annexation Program primarily responds to annexation requests from property <br /> owners, The guidelines will assist the Planning Commission, the council, and <br /> the Boundary Commission in considering annexation requests. She said members <br /> of the Boundary Commission are interested in adopting guidelines consistent <br /> with the City's. She said the guidelines will help in assessing non- <br /> contiguous annexation proposals and will help determine which properties of <br /> non-consenting owners should be included in annexation proposals. She said <br /> Mr. Holmer expressed some concerns about the guidelines and the staff prepared <br /> changes which respond to his concerns. She introduced Jim Carlson of the <br /> Planning staff. <br /> Mr, Carlson distributed a page titled "Example 1" and .. Examp 1 e 2" to the <br /> councilors, He reviewed each of the objectives and guidelines in Exhibit A <br /> attached to the agenda, He said the first objective recognizes that the City <br /> will eventually extend to the urban growth boundary. Responding to <br /> Mr, Holmer's concerns, Mr, Carlson recommended the following change (Material <br /> in parentheses should be deleted and underlined material should be added.): <br /> To annex outward to the acknowledged Metropolitan Plan urban <br /> growth boundary in a (timely) manner responsive to the <br /> service needs of property owners. <br /> Mr. Carlson said the word "timely" is appropriate in the second objective, <br /> Answering a question from Mr. Hansen, Mr. Carlson said all properties are not <br />e equally benefitted by an annexation.
