Mr. Carlson <br /> said the City helps assemble a triple majority proposal and initiates the <br /> request, The guidelines indicate that the City will try to assemble a <br /> proposal for property owners who want their properties annexed. Mr, Gleason <br /> said the notification procedures result in people deciding whether they want <br /> to be included or excluded from annexation proposals and the City staff must <br /> decide on a boundary, Then the Planning Commission and the City Council must <br /> decide if the boundary is reasonable, <br /> Mr. Hansen suggested, in that case, that the objectives state that the City <br /> will aggressively annex properties.
