Res. No. 4002--A resolution adopting guidelines for annexation proposals. Mr. Hansen moved, seconded by Ms. Ehrman, to adopt the resolution subject to the changes to the first objective, the first guideline, and the seventh guideline which respond to Mr. Holmer's and Mr. Rutan's concerns. Roll call vote; the motion carried unanimously, 6:0. VIII. RESOLUTION AUTHORIZING ADMINISTRATIVE APPROVAL OF WARRANTS City Manager Micheal Gleason said the proposed resolution would change the amount of warrants the City can issue. Answering questions from Mr. Hansen and Ms. Ehrman, Mike Albrich of the Finance Division said the resolution would reduce the number of times the council must approve the sale of warrants. However, the council would continue to approve the projects and contracts prior to the sale of the warrants, Mr. Gleason said the warrants are for Bancroft loans which are backed by the value of the property. Mr. Albrich said the sale of warrants finances improvements to properties. ... When the improvements have been completed, Bancroft bonds are sold and the ~ warrants are paid. Res. 4003--A resolution authorizing the City Manager to administratively approve and issue local Improvement Warrants in an amount not to exceed $6,000,000 in the aggregate. Mr. Hansen moved, seconded by Ms, Ehrman, to adopt the resolution. Mr, Rutan and Mr. Hansen left the meeting. Mayor Obie announced that there was no longer a quorum of the council. He continued consideration of the resolution to another council meeting.
