Roll call vote; the motion carried unanimously, <br /> 7:0. <br /> Mr. Ehrman moved, seconded by Ms. Schue, to direct the staff <br /> to prepare a contract for the purchase of $10,000 of <br /> services for the Hayward Field Renovation Project. Roll <br /> call vote; the motion carried 6:1 with Councilors Ehrman, <br /> Schue, Wooten, Bascom, Rutan, and Miller voting aye and <br /> Councilor Holmer voting nay. <br /> VI. ANNOUNCEMENT: CLUB WHOLESALE <br /> Mayor Obie announced that officials of Club Wholesale will build a store in <br /> Eugene. He said he is honored and proud that Eugene has been chosen as the <br /> site of a Club Wholesale store. The company specializes in discount sales. <br /> He said company representatives contacted the Eugene Development Department <br /> in August and received assistance from the Business Assistance Division. He <br /> introduced Phil Roark, Club Wholesale Operations Manager, Hoss Rassouli, Club <br /> Wholesale Real Estate Manager, and Greg Vik, who owns the property on which <br /> Club Wholesale will build. <br /> Mr. Roark said Club Wholesale officials are pleased with the opportunity to <br /> locate in Eugene and with the hospitality extended to them. Mr. Vik said he <br /> e appreciated the help of Doug Eveleth, Bill Sloat, and other Busi ness <br /> Assistance Team members. <br /> VII. LANE COUNTY CORRECTIONS MASTER PLAN <br /> City Manager Micheal Gleason said the Lane County Corrections Master Plan is a <br /> regional plan. He introduced Jim Johnson, Lane County Administrator, who <br /> discussed the plan. He said the Criminal Process Coordinating Council (CPCC) <br /> was formed to advise the Lane County Board of Commissioners about the jail <br /> problem. He said the National Institute of Corrections provided experts who <br /> consulted with the CPCC. <br /> Mr. Johnson said most of the people in the Lane County jail are white males <br /> between the ages of 18 and 34 who have low incomes. He said the projections <br /> indicate that 468 jail beds will be needed in the future but there are many <br /> variables which may change the projections. He sa i d the road fund work <br /> program, electronic supervision, and the Community Corrections Center have <br /> been added to the corrections program since 1984 but the closing of the old <br /> jail created problems. <br /> Mr. Johnson said the Lane County Board of Commissioners placed Measures 19 and <br /> 20 on the November ballot.
