The total cost of the new facilities will be $5.1 <br /> million and the tax base increase to support the facilities will be $3.1 <br /> mill ion. Approval will increase the taxes of the owner of a $60,000 house <br /> about $25 a year. <br /> Mr. Johnson said approval of the ballot measures will give judges a range of <br /> sentencing options. <br /> Di stri ct Attorney Doug Harcl eroad di scussed the need for addi t i ona 1 jail <br /> facil ities. He said the District Attorneyls office handled about 2,000 felony <br /> cases in 1985 and the number will be about the same in 1986. The District <br /> Attorney's office handled about 3,100 misdemeaner cases in 1985 and the number <br /> of cases has increased about 33 percent in the first six months of 1986. He <br /> said about 750 people have been released from or refused entry to the Lane <br /> County jail since the Federal court order closed the old jail. One hundred <br /> and two of the 750 people have been released more than once. <br /> Mr. Harcleroad said 59 percent of the people released from the Lane County <br /> jail before their trial in Municipal Court have not appeared at the trial. He <br /> said some 'of those people should be held in the jail but the jail can hold only <br /> 207 peop 1 e now. <br /> Mr. Harcleroad said he, the Lane County Commissioners, the Oakridge City <br /> Council, the Coburg City Council, and the Lane County and Municipal Court <br /> Judges support Ballot Measures 19 and 20. He said the present jail situation <br /> affects the ability of the judges to do their job. He said a Committee for <br /> e Practical Answers to Crime has been formed and will manage the campaign for <br /> the ballot measures. He emphasized that safe streets, sufficient jail space, <br /> and the ability to rehabilitate people affect the quality of life in Eugene. <br /> He urged the council to endorse the ballot measures. <br /> Ms. Wooten thanked Mr. Johnson and Mr. Harcleroad for discussing the measures <br /> with the council. She said the Crime Action Task Force unanimously supported <br /> Ballot Measures 19 and 20. She distributed a copy of the resolution passed by <br /> the Crime Action Task Force. She said she is pleased with the diversity of <br /> programs in Sa 11 ot Measure 19 and urged other councilors to approve the <br /> resolution. <br /> Res. No. 4008--A Resolution which resolves that the City <br /> Council supports Ballot Measures 19 and 20 <br /> and urges residents to vote yes on election <br /> day. <br /> Ms. Wooten moved, seconded by Ms. Ehrman, to approve the <br /> resolution.
