<br /> VIII. RESOLUTIONS CONCERNING STATE BALLOT MEASURES <br /> e City Manager Micheal Gleason introduced discussion of State Ballot Measures 7, <br /> 9, 11, and 12. He said the councilors asked the staff to prepare resolutions <br /> opposing the measures. <br /> Answering a question from Mr. Holmer, City Attorney Tim Sercombe said the <br /> proposed resolutions indicate that the City will distribute factual <br /> information about the measures that complies with State law. He said the City <br /> Attorneyls office will review the material when it is prepared. <br /> Ms. Wooten asked the staff to prepare separate resolutions for Measures 11 and <br /> 12. <br /> Mr. Miller said passage of Measure 9 would have the most devastating affect on <br /> the City and would disrupt the way-of-life of Eugeneans. <br /> Res. No. 4005--A resolution opposing Ballot Measure 7 and <br /> directing staff to prepare factual information. <br /> Ms. Ehrman moved, seconded by Ms. Schue, to approve the <br /> resolution. <br /> Replying to questions from Ms. Wooten, Mr. Sercombe said IIfactual informationll <br /> means information about the effect of the measure on the operation of the <br /> City. He said the City usually provides information about the effect of the <br /> measure on a homeowner's property tax bill and on the fiscal operations of the <br /> City. The information does not include opinions. <br /> e Ms. Wooten asked the staff to inform the council of efforts to distribute <br /> information. <br /> Mr. Gleason recommended that the council amend the motion to delete Section 2 <br /> from the resolution. He said the City has an obligation to prepare factual <br /> information about ballot measures. He said the City Attorney.s office will <br /> examine the information to be sure it complies with State law and then the <br /> City Attorney will defend the City in court if necessary. <br /> Mr. Miller suggested a resolution direct the staff to distribute information <br /> emphasizing the devastating impact of Measure 9 on the City. He said the <br /> impact on the City of Measures 7, 11, and 12 would not be as great as the <br /> impact of Measure 9. <br /> Ms. Wooten said she was satisfied with Mr. Gleason's suggestion to delete <br /> Section 2 from the proposed resolutions. <br /> Mr. Gleason sa i d he had understood that the counci 1 ors wanted factual <br /> information about the impact of Measure 9 to be available to citizens so they <br /> can make an informed indecision.
