<br />The staff was directed to present the implications of the implementation of <br />the paper to the USPC. Mr. Smith said the goal of the concept paper is to <br />~ develop a rational process for delivering services in the urban areas. In <br />.., that process, the need for Lane County to serve residents in the urban area <br />should be recognized and provisions should be made for the cities to provide <br />services in the urban areas.
