He said the establishment of a Nuclear-Free Zone Board would add a budget problem and a controversy to the community. He said the notification procedures are redundant and the Nuclear Weapon Free Zone Commemoration Day would send a message in a way that would set the community back. He said he recommends that the citizens reject the measure. He complimented Mr. Miller and Mr. Holmer for developing the resolution. The motion passed 5:4 with Mayor Obie voting aye. VII. ORDINANCE CONCERNING SPECIALTY CODES City Manager Micheal Gleason introduced the proposed ordinance. CB 2919--An ordinance concerning specialty codes; amending Ordinance No. 19413 adopted by the Council and , approved by the Mayor on October 13, 1986; and declaring an emergency. Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time. Roll call vote; the motion e carried unanimously, 8:0. Council Bill 2919 was read the second time by council bill number only. Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed (and became Ordinance No. 19421). VIII.
