BRIEFING FROM CITY MANAGER ON BALLOT MEASURE 9 <br />e City Manager Micheal Gleason said the City is developing a process to deal <br /> with the implementation of Ballot Measure 9 if it passes. He suggested the <br /> council put aside other considerations at its November Goal-Setting Session <br /> and consider the process and policy guidelines if the measure passes. He said <br /> the impact of Measure 9 on the City will be enormous if it passes. <br /> Answering questions from Ms. Ehrman and Mayor Obie, Mr. Gleason said the <br /> impact of the passage of Ballot Measure 11 if Ballot Measure 12 does not pass <br /> is not certain.
