<br /> He said the two inventories added by the revisions are good but the revisions <br /> do not contain a statement indicating that development will be- directed away <br /> from the river to the greatest possible degree. He said such a statement <br /> e should be included. If it is not, "urban usesll shoul d be defi ned because the <br /> intent of Goal 15 is that existing uses in the Greenway should continue and <br /> new urban uses should be prohibited. <br /> Mr. Urquhart said the proposed ordinance should not be approved because it <br /> does not include sufficient standards for development in the Greenway. For <br /> example, would a heavy industrial use be permitted on land zoned for it in the <br /> Riverfront Research Park? He said the ordinance should also include all the <br /> DLDC suggestions. For examp 1 e, it should designate the uses permitted in <br /> rural and urban areas. He also said all open spaces should be zoned "open <br /> space.1I <br /> Richard Gold, #58, 907 River Road, submitted a statement from Nan Cohen, 907 <br /> River Road, to the council. <br /> Referring to Section 9.260 (d) (3) concerning the protection of significant <br /> fish and wildlife habitats, Mr. Gold said the Oregon Department of Fish and <br /> Wildlife should not be required to determine significant sites. He said <br /> Eugene officials should determine significant wetlands. He read from hi s <br /> testimony at the September 9, 1986, public hearing of the Planning Commission <br /> and said the testimony had not been addressed. In his testimony he had urged <br /> protection of wetlands and groundwater. He sa i d there is a proposa 1 to <br /> develop a golf course along the Wi 1 lamette River and the chemicals which might <br /> be used to maintain grass could be a problem. <br /> e Barbara Kelley, 540 Kingswood, said she would like to submit written testimony <br /> about the code revisions to the council. Mayor Obie replied that the public <br /> hearing probably will be closed tonight but all citizens may correspond with <br /> the counci 1. Ms. Kelley said she agreed with Mr. Urquhart and Mr. Gold. She <br /> said the Willamette River is the home of waterfowl and it should be protected <br /> to the maximum. <br /> There being no additional requests to testify, Mayor Obie closed the public <br /> hearing. <br /> Answering questions from Ms. Bascom, Ms. Brody said the phrase IIprecluding the <br /> permi tted use" is ambi guous because a use is not really permi tted in the <br /> Greenway until a conditional use permit has been issued. Mr. Sercombe said <br /> "permitted usell might mean any of the uses which the zoning code permits in <br /> each zoning district. He said the purpose of the phrase IIprecluding the <br /> requested use" is to make sure that the cri teri a in Goal 15 are used to <br /> evaluate each development proposal. He read the statement in Goal 15 about <br /> directing development away from the river to the greatest possible degree. He <br /> said Goal 15 does not require development to be oriented away from the river <br /> if the development is in an urban area and receives a conditional use permit <br /> because all areas within the urban growth boundary are committed to urban <br /> uses. <br /> - MINUTES--Eugene City Council October 27, 1986 Page 4 <br />
