<br /> Responding to a question from Ms. Ehrman and Ms. Schue, Mr. Sercombe said the <br /> Statewide Goals contain a definition of lands committed to urban uses and that <br /> e definition was used when the urban growth boundary was designated. Ms. Brody <br /> said the criteria for a Greenway conditional use permit restrict uses that <br /> might be permitted in zoning districts in other areas. Mr. Sercombe said the <br /> Greenway boundary is at least 150 feet from the river. <br /> Mr. Hansen said the Willamette River is one of the community.s greatest assets <br /> and it should be used by appropriate development. He discussed development on <br /> rivers in other cities that enhances the urban setting of the cities. He <br /> suggested Section 9.260(d)(4) be reworded to indicate that development should <br /> be sensitive to the natural vegetative fringe. <br /> Ms. Bascom said she hopes the Riverfront Research Park Commission will not <br /> permit too much development near the Autzen Bridge. She emphasized that other <br /> areas in the park are available. <br /> CB 2916--An ordinance concerning the Willamette Greenway; <br /> and amending Section 9.260 of the Eugene Code, 1971. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, that the changes <br /> to CB 2916 recommended by the staff be accepted and that <br /> the bill be read the second time by council bill number only, <br /> with unanimous consent of the council, and that enactment be <br /> considered at this time. <br /> Ms. Wooten said she is concerned about the lack of standards in the ordinance. <br /> Ms. Brody responded that the ordinance clearly requires public access to the <br /> e river and protection of the vegetative fringe. <br /> Responding to a comment from Mr. Holmer, Ms. Brody recommended that Section <br /> 9.260(d)(4) be changed to (Underlined words should be added.): <br /> 4. Protection and enhancement of the natural vegetative fringe <br /> along the river to the maximum extent practicable. <br /> Mr. Hansen and Ms. Ehrman agreed to include the change <br /> to Section 9.260(d)(4) in the motion. <br /> Ms. Wooten said the addition of lito the maximum extent practicable" would <br /> weaken the protection. She sa i d the issue is difficult and she barely <br /> supported the revisions, but the last change is unacceptable to her. <br /> Roll call vote; the motion carried, 6:2 with Councilors <br /> Hansen, Schue, Holmer, Bascom, Rutan, and Miller voting <br /> aye and Councilors Wooten and Ehrman voting nay. <br /> Because of the vote, the second reading of the bill was held over to the next <br /> City Council meeting. <br /> e.
