The policy of assessing property owners for only 20-foot <br /> wide streets on streets such a s Wi 11 a kenz i e wa s enacted to correct an <br /> inequity. <br /> Roll call vote; the motion carried unanimously, 8:0. <br /> Mr. Gleason said the council will consider the improvement again if another <br /> remonstrance petition is received. At that time, two-thirds of the council <br /> must support the improvement if it is approved. <br /> V. ORDINANCES AMENDING SPECIAL ASSESSMENTS <br /> Ci ty Manager Mi chea 1 Gl eason introduced the item. He sa i d the proposed <br /> ordinance will lower the pre-assessments. <br /> CB 2917--An ordinance concerning assessments for sanitary <br /> and storm sewers in Nixon Street from 24th Avenue <br /> to 25th Avenue; amending Ordinance No. 19344, and <br /> declaring an emergency. <br /> CB 2918--An ordinance concerning assessments for paving <br /> Cheshire Avenue from Madison Street to Jefferson <br /> Street; amending Ordinance No. 19228, and declaring <br /> an emergency. <br /> e Mr. Hansen moved, seconded by Ms. Ehrman, that the bills <br /> be read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time. Roll call vote; the motion <br /> carried unanimously, 8:0. <br /> Council Bills 2917 and 2918 were read the second time by council bill numbers <br /> only. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, that the bills <br /> be approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bills were declared passed <br /> (and became Ordinance Nos. 19419 (CB 2917) and 19420 (CB 2918)). <br /> Mayor Obie recessed the meeting for five minutes at 9:10 p.m. <br /> VI. BALLOT MEASURE 51, EUGENE NUCLEAR-FREE ZONE <br /> City Manager Micheal Gleason introduced the item. <br /> Several people in the audience raised placards indicating an opinion about <br /> Ballot Measure 51. Mayor Obie told them that an ordinance prohibits placard <br /> displays at council meetings.
