Thus, the <br /> property owners along Willakenzie Road will be assessed for a 20-foot wide <br /> street only. In subdivisions, property owners are assessed for 28-foot wide <br /> streets. <br /> Answering questions from Mr. Hansen, Mr. Lyle said the staff did not propose <br /> constructing only sidewalks along Willakenzie Road because rights-of-way <br /> would have to be acquired for sidewalks and the rights-of-way would be where <br /> the roadside ditches are now. Consequently, the utilities would have to be <br /> relocated and storm sewers would have to be constructed. He reiterated that <br /> property owners will be assessed only for a 20-foot wide street. He said he will support the motion <br /> because Willakenzie Road is dangerous for school children because they must <br /> walk on the road. However, he would prefer to construct sidewalks only <br /> because the existing road surface is about average for residential streets in <br /> the commun i ty . He suggested the council consider the policy of such road <br /> improvement in 1987. <br /> Mr. Miller said he will support the motion but he is concerned about an <br /> perceived inequity between the cost of street improvements in developed areas <br /> and undeveloped areas. He said the value of some developed, residential <br /> properties has gone down but the cost of street improvements has not decreased <br /> and the assessments for street improvements do not reflect the decreases in <br /> property values. He would like to know why the cost of street improvements <br /> continues to increase and he would like a comparison of improvements in <br /> developed and undeveloped areas. <br /> Ms. Schue said assessments for street improvements are based on property <br /> values.
