Time Limits in the Overpark <br /> e Mr. Hansen said a constituent is confused because the constituent received a <br /> ticket for parking more than one hour in the Overpark. <br /> Mr. Holmer said signs on the Overpark should indicate on which floors and for <br /> what time periods free parking is available. <br /> F. Population Statistics <br /> Mayor Obie said he is concerned about an article in The Register-Guard this <br /> morning that indicated Eugene is losing population. <br /> City Manager Micheal Gleason responded that he bel ieves the statistics <br /> compiled by Portland State University are wrong. He said last year the City <br /> proved that the population statistics compiled by Portland State University <br /> were wrong by referring to such things as water connections, U.S. Post Office <br /> statistics, and sewer connections. This year Portland State University <br /> employees again used a new method to compute populations in the state. He <br /> said they have changed the assumptions and methods they use often and that <br /> makes comparisons difficult. <br /> Mr. Gleason said he will pursue the issue and report to the council soon. He <br /> said he expects to prove the statistics reported by Portland State are wrong <br /> but it wi 11 take time. He said maybe the University of Oregon Bureau of <br /> Governmental Research should compute population statistics for the state. <br /> Mayor Obie said the issue is serious because the Portland State University <br /> e statistics may damage the City financially. <br /> II. PUBLIC HEARING: CITY OF EUGENE SUPPLEMENTAL BUDGET NO. 2 FY87 <br /> City Manager Micheal Gleason introduced consideration of Supplemental Budget <br /> No. 2. Fi nance Di rector Warren Wong gave the staff report. He said <br /> Supplement Budget No. 2 was approved by the Budget Committee on November 18, <br /> 1986. <br /> Mayor Obie opened the public hearing. <br /> There being no requests to testify, Mayor Obie closed the public hearing. <br /> CB 2932--An ordinance adopting a supplemental budget; making <br /> appropriations for the City of Eugene for the fiscal <br /> year beginning July 1, 1986, and ending June 30, 1987; <br /> and declaring an emergency. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at <br /> this time.
