<br /> Ms. Schue agreed with Mr. Hansen but she suggested the City staff discuss a <br /> compromise with Southern Pacific Railroad officials. She said perhaps the <br /> e whistles could be blown for a shorter time. <br /> Answering questions from Mayor Obie. Mr. Reinhard said Salem has a whistle- <br /> free zone but it is not in the downtown. He said the Public Utility Commission <br /> (PUC) staff does not favor whistle-free zones. He emphasized the severity of <br /> . train accidents. He said there have been five accidents at the High Street <br /> railroad crossing and three accidents at the Pearl Street railroad crossing in <br /> the last five years. He said the PUC has limited train speed in downtown <br /> Eugene. <br /> John Humbert. administrator of Ya-Po-Ah Terrace. said it is hard to sleep when <br /> trains blow whistles about every hour. He said the design of Ya-Po-Ah Terrace <br /> increases the noise. He suggested information about accidents be requested <br /> from cities that have whistle-free zones. <br /> Ms. Ehrman said she would like to know how many trains go through Eugene. <br /> Mr. Gleason suggested the staff investigate ways to mitigate the problem and <br /> the councilors agreed by consensus with his suggestion. <br /> VII. MAYOR'S NOMINATION TO CONSTRUCTION CODE BOARD OF APPEALS. CITIZEN <br /> INVOLVEMENT COMMITTEE. COMMUNITY DEVELOPMENT COMMITTEE, LOAN ADVISORY <br /> COMMITTEE.
