Roll call vote; the motion carried unanimously, <br /> 7:0. <br /> VI. CONSIDERATION OF A WHISTLE-FREE ZONE <br /> City Manager Micheal Gleason introduced the item. Dave Reinhard of the Public <br /> Works Department gave the staff report. He said the City received a letter <br /> from John Humbert, administrator of Ya-Po-Ah Terrace, and a petition signed by <br /> 120 residents of Ya-Po-Ah requesting consideration of a whistle-free zone in <br /> e downtown Eugene from 9 p.m. to 7 a.m. because the train whistles disturb <br /> people sleeping at Ya-Po-Ah Terrace. <br /> Mr. Reinhard said State law permits whistle-free zones at at-grade railroad <br /> crossings protected by gates and lights. He said the EWEB at-grade crossing <br /> at Mill Street is the only crossing in downtown Eugene that is not protected <br /> by gates and lights. <br /> Mr. Reinhard said there is much bicycle, pedestrian, and vehicle traffic at <br /> the Pearl Street and High Street crossings and, occasionally people cross the <br /> tracks when the gates are down and a train is arriving. He said the whistles <br /> provide some extra protection. He did not recommend establ i shment of a <br /> whistle-free zone. <br /> Answering questions from Ms. Ehrman and Mr. Holmer, Mr. Reinhard said he does <br /> not know how often whistles are blown at night or if they have changed <br /> recently. He said train engineers usually sound the whistle before each <br /> crossing. He has not discussed the matter with Southern Pacific Railroad <br /> officials. <br /> Mr. Hansen said he does not favor stopping the whistles because of the safety <br /> they provide and the activity they indicate. <br /> e MINUTES--Eugene City Council December 10, 1986 Page 6 <br />
