<br />e <br /> <br />Mr. Lioio asked the councilors to consider as soon as possible a change in the <br />City ordinance requiring insurance for investigative work. He said he will <br />present specific proposals if it is appropriate. <br /> <br />Mayor Obie asked City Manager Micheal Gleason to seek an opinion from the City <br />Attorney about Mr. Lioio's request. <br /> <br />James Franklin Kahn, General Delivery, Eugene, reported a hit-and-run <br />accident on West 8th Avenue and an incident on Blair Street in May and July of <br />1985. Mr. Kahn said Eugene police officers were involved in both incidents. <br />Mr. Kahn said the City staff did not advise him to report the incidents to the <br />Risk Management staff or a councilor. Consequently, his ability to take the <br />matter to court is limited. He said there was a possibility that the <br />incidents involved attempted murder and he is nervous. <br /> <br />Mr. Kahn submitted copies of several reports and letters to the councilors. <br />He asked the councilors to investigate the matter. <br /> <br />Mayor Obie said the staff will be asked to prepare a memo to inform him and the <br />councilors about the incidents. He said Mr. Kahn will hear from City <br />representatives. <br /> <br />Ms. Wooten arrived during the Public Forum. <br /> <br />II I. ADOPTION OF FINDINGS/ORDINANCE AMENDING PRE-ASSESSMENTS <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced consideration of the assessments. He <br />said they were somewhat increased over the pre-assessments. He said a publiC <br />hearing was held and no one objected to the assessments. <br /> <br />CB 2933--An ordinance concerning assessments for paving, <br />sanitary sewer, storm sewer, and sidewalks on <br />Danebo Avenue from Royal Avenue to 11th Avenue; <br />amending Ondinance No. 19292; and declaring an <br />emergency. (Contract No. 84-03) <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br />findings and that the bill be read the second time by council <br />bill number only, with unanimous consent of the council, and <br />that enactment be considered at this time. Roll call vote; the <br />motion carried unanimously, 8:0. <br /> <br />Council Bill 2933 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage.
