He said the pol icy mi ght be deleted from the <br />refinement plans if it is adequately covered in the Metro Plan. <br /> <br />Ms. Bascom said Mayor Obie suggested some time ago that the council consider <br />designating the area between Washington and Jefferson from 7th Avenue to 13th <br />Avenue as a buffer between the downtown and the Westside Neighborhood. She <br />suggested the matter be considered by the neighborhood group. <br /> <br />Mr. Chenkin said implementation of the Westside Plan will address the concern <br />about the Washington/Jefferson corridor. <br /> <br />Mayor Obie said his suggestion was dramatic and conceptual. He said he <br />suggested the buffer with a few gaps could be between Washington and Jefferson <br />from 7th Avenue to 13th Avenue. Replying to his questions, Mr. Chenkin said <br />he is not aware of anyone working on a buffer between the downtown and the <br />Westside Neighborhood right now. He said the concern for a buffer might be <br />addressed with entryway designs or other transitions between the downtown and <br />residential areas. He said the concern will be addressed during consideration <br />of zone changes and intersection designs. <br /> <br />. <br /> <br />To assure consideration of a buffer between the downtown and Westside <br />residential areas, Mr. Gleason suggested the council include it in a <br />legislative note for engineers and the Hearings Official or direct that it be <br />included in the Planning Commission work plan. He said the latter suggestion <br />would probably result in a project being included in the Capital Improvement <br />Program (CIP). <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Council Bill 2941 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19444). <br /> <br />VII. RESIDENCY PROPOSAL FOR LOCAL ARTS ORGANIZATIONS <br /> <br />City Manager Micheal Gleason introduced the item. Ed Smith, Executive <br />Director of the Hult Center, gave the staff report. He said the local arts <br />groups presented a draft of the proposed resolution to the Performing Arts <br />Commission. The commission held public hearings and received comments from <br />the arts groups and then recommended approval to the council. He said the <br />resolution contains criteria for recognizing Hult Center resident groups. He <br />said the groups have joint marketing efforts now but recognition as a resident <br />group helps obtain grants. <br /> <br />Answering questions from Mr. Holmer and Mr. Rutan, Mr. Smith said all local <br />performi ng arts groups pay the same rate to use the Hult Center.
