<br />V. ORDINANCE CONCERNING AN AMENDMENT TO THE METROPOLITAN PLAN <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Gary Chenkin of the <br />Planning Department gave the staff report. He said the council tentatively <br />approved the proposed amendment to the Metropolitan Area General Plan in July <br />1986. He said the amendment removes the Mi xed Use des i gnat i on west of <br />Jefferson Street between 7th and 11th avenues on the Metro Pl an di agram <br />because the Westside Plan indicates the area should be R-2 Limited Multiple- <br />Family Residential. <br /> <br />CB 2940--An ordinance concerning the Westside Neighborhood Plan <br />and adopting an amendment to the Eugene-Springfield <br />Metropolitan Area General Plan. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Council Bill 2940 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19443). <br /> <br />VI. ORDINANCE CONCERNING THE WESTSIDE NEIGHBORHOOD PLAN <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Gary Chenkin of the <br />Planning Department gave the staff report. He said the council tentatively <br />adopted the Westside Plan on July 28, 1986. <br /> <br />CB 2941--An ordinance adopting the Westside Neighborhood Plan <br />and repealing Resolution No. 2747. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. <br /> <br />Answering questions from Mr. Holmer about changes to Chapter 6 of the Westside <br />Plan recommended by the Historic Review Board (HRB) (page B-7 of the staff <br />notes), Mr. Chenkin said policies and implementation strategies encouraging <br />preservation of significant cultural resources, unique features, and historic <br />structures will not necessarily be in all other refinement plans. He said the <br />Westside Neighborhood is older than some other neighborhoods and the changes <br />recommended by the HRB seemed appropriate to the residents. He said the <br />changes were included in the draft approved by the council in July 1986. <br /> <br />Mr. Holmer said there are historic structures in every neighborhood and a <br />policy to encourage their preservation should either be included in all <br />refinement plans or in no plans. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 12, 1987 <br /> <br />Page 4 <br />
