FIVE-YEAR FORECAST FOR STATE REVENUE-SHARING REQUIREMENT <br /> <br />City Manager Micheal Gleason introduced the item. Tony Mounts of the Finance <br />Division gave the staff report. He said the State requires cities to prepare <br />a Five-Year Forecast to receive State Revenue-Sharing Funds. He said the <br />report summarizes all funds in a specific format required by the State. <br /> <br />Answering a question from Ms. Schue about eliminating the requirement for the <br />report, Mr. Mount said the League of Oregon Cities has not wanted to raise the <br />issue of State Revenue-Sharing. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to approve the <br />Long-Range Fiscal Projection for estimated revenues and <br />expenditures for FY88 through FY92. Roll call vote; the <br />motion carried 7:1 with Councilors Ehrman, Schue, Wooten, <br />Bascom, Rutan, Miller, and Bennett voting aye, and Councilor <br />Holmer voting nay. <br /> <br />Mr. Holmer said he did not vote against the motion for any specific reason. <br /> <br />X. STATE REVENUE-SHARING ORDINANCE <br /> <br />City Manager Micheal Gleason introduced the item. <br /> <br />CB 2942--An ordinance electing to receive State Revenue-Sharing <br />funds pursuant to Section 221.770 of Oregon Revised <br />Statutes, and declaring an emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; the motion carried unanimously, 8:0. <br /> <br />Council Bill 2942 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19445). <br /> <br />XI.
