He said City recognition of <br />organizations whose members do not live in the city could create a negative <br />reaction from residents in those areas. He said he also does not think <br />neighborhood organizations should be recognized as the "official voice" of the <br />neighborhood. <br /> <br />Ms. Schue said the Metro Area General Plan states that people in the River <br />Road, Santa Clara, and Glenwood areas are to become residents of a city <br />because they must be provided city services. She said limited recognition is <br />appropriate because Eugene is an existing city and can provide those residents <br />with information. <br /> <br />Res. No. 4019--A resolution adopting a limited neighborhood <br />recognition policy for organizations in the River <br />Road, Santa Clara, and Glenwood areas. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br />resolution. Roll call vote; the motion carried 7:1 with <br />Councilors Ehrman, Schue, Wooten, Bascom, Rutan, Miller, and <br />Bennett voting aye and Councilor Holmer voting nay. <br /> <br />IV. 5TH AVENUE IMPROVEMENTS <br /> <br />City Manager Micheal Gleason introduced discussion of improvements to the 5th <br />Avenue area. Rich Weinman of the Development Department gave the staff <br />report. He said the Downtown Plan indicates that the 5th Avenue area will be <br />improved and connected to the rest of the downtown area. The improvements <br />will include sidewalks on the north side of 5th Avenue between Willamette and <br />Pearl streets. <br /> <br />Mr. Weinman said the Downtown Commission recommended that the mayor appoint an <br />ad hoc committee to recommended priorities for improvements already budgeted <br />for the 5th Avenue Sped a 1 Di stri ct, to deve lop along-range plan for the <br />district, and to explore funding for improvements to the district. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the Mayor <br />appoint an ad hoc committee to explore long-term funding <br />options for 5th Avenue landscaping and beautification; to <br />develop a design concept for the future; and to recommend <br />specific projects for completion and that the committee make <br />its final report to the Downtown Commission prior to <br />June 15, 1987. <br /> <br />Mayor Obie said he will recommended that the council confirm the appointments <br />to avoid a possible conflict of interest. <br /> <br />Roll call vote; the motion carried unanimously, 8:0. <br /> <br />MINUTES--Eugene City Council <br /> <br />January 26, 1987 <br /> <br />Page 10 <br />
