The airlines will pay <br />financing costs for the bonds issued for their share of the improvements. <br /> <br />Mr. Bennett suggested the words "or less" be added after $5,830,000 in the <br />question in the Notice of Bond Election. Dick Roberts represented Lindsey, <br />Hart, Neil, and Weigler, the City's bond counsel. He said the courts have <br />approved the inclusion of the words "not to exceed" in the question in notices <br />of bond elections. He said the council could authorize the issuance of less <br />than $5,830,000 if the measure passes. He discussed the process for <br />authorizing the bonds and the State regulations for the wording of notices of <br />bond elections. <br /> <br />Mr. Whitlow said the notice should be as simple as possible so the voters can <br />understand it. <br /> <br />Mr. Bennett said the words "or less" would be advantageous politically. <br /> <br />City Attorney Tim Sercombe said there would be a question of whether people <br />were voting on bonds for $5,830,000 or bonds for less than $5,830,000 if <br />Mr. Bennett's suggestion is approved. <br /> <br />e <br /> <br />Res. No. 4018--A resolution of the City of Eugene, Lane County, <br />Oregon, calling a special election to submit to <br />the voters the question of contracting a General <br />Obligation bonded indebtedness in the amount of <br />$5,830,000 to finance construction of airport <br />improvements including terminal building, <br />parking facilities, road system, and <br />incidental costs. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br />resolution. Roll call vote; the motion carried unanimously, <br />8:0. <br /> <br />III. LIMITED RECOGNITION FOR COMMUNITY ORGANIZATIONS <br /> <br />City Manager Micheal Gleason introduced consideration of limited recognition <br />for community orgnizations. Christine Donahue gave the staff report. She <br />said many City issues involve the River Road, Santa Clara, and Glenwood areas <br />and the City staff has worked with the community organizations in those areas. <br />She said the River Road and Santa Clara community organizations asked how they <br />could be recognized by Eugene. <br /> <br />Ms. Donahue said limited recognition would permit the River Road, Santa Clara, <br />and Glenwood organizations to receive information and training from the City. <br />Limited recognition would not include funding for newsletters. <br /> <br />Answering questions from Mr. Bennett, Ms. Donahue said there are about 600 <br />households in Glenwood and about 8,400 households in the River Road and Santa <br />Cl ara areas. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 26, 1987 <br /> <br />Page 9 <br />
