The airlines will pay financing costs for the bonds issued for their share of the improvements. Mr. Bennett suggested the words "or less" be added after $5,830,000 in the question in the Notice of Bond Election. Dick Roberts represented Lindsey, Hart, Neil, and Weigler, the City's bond counsel. He said the courts have approved the inclusion of the words "not to exceed" in the question in notices of bond elections. He said the council could authorize the issuance of less than $5,830,000 if the measure passes. He discussed the process for authorizing the bonds and the State regulations for the wording of notices of bond elections. Mr. Whitlow said the notice should be as simple as possible so the voters can understand it. Mr. Bennett said the words "or less" would be advantageous politically. City Attorney Tim Sercombe said there would be a question of whether people were voting on bonds for $5,830,000 or bonds for less than $5,830,000 if Mr. Bennett's suggestion is approved. e Res. LIMITED RECOGNITION FOR COMMUNITY ORGANIZATIONS City Manager Micheal Gleason introduced consideration of limited recognition for community orgnizations. Christine Donahue gave the staff report. She said many City issues involve the River Road, Santa Clara, and Glenwood areas and the City staff has worked with the community organizations in those areas. She said the River Road and Santa Clara community organizations asked how they could be recognized by Eugene. Ms. Donahue said limited recognition would permit the River Road, Santa Clara, and Glenwood organizations to receive information and training from the City. Limited recognition would not include funding for newsletters. Answering questions from Mr. Bennett, Ms. Donahue said there are about 600 households in Glenwood and about 8,400 households in the River Road and Santa Cl ara areas. e MINUTES--Eugene City Council January 26, 1987 Page 9
