<br />e <br /> <br />Final Order No. AZ 87-1--A final order rezoning property <br />located west of River Road and in the <br />Santa Clara Avenue-Ruby Lane area <br />from County RP/U, RP and RA to <br />City GO (General Office District) <br />and City GO/SR (General Office <br />District with Site Review <br />Procedures), from County RP/U, RA/U, <br />and AGT/U to City C-2 (General <br />Commercial District). <br /> <br />Ms. Ehrman moved, seconded by Ms. Schue, to approve Final <br />Order No. AZ 87-1 concerning property located west of River <br />Road and in the Santa Clara-Ruby Lane area. Roll call vote; <br />the motion carried unanimously, 7:0. <br /> <br />III. PUBLIC HEARING: ANNEXATION/REZONING REQUEST FOR PROPERTY LOCATED <br />WEST OF RIVER ROAD AND NORTH OF THE SOUTH RIGHT-OF-WAY OF BElTLINE <br />ROAD (TERPENING, MlllHOLlEN, ET AL.) (AZ 87-2) <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Jim Croteau of the Planning <br />Department gave the staff report. He said the annexation/rezoning request is <br />for 23.5 acres and includes seven tax lots in four ownerships. He reviewed <br />the existing development on each tax lot and the requested zoning. He said <br />the Planning Commission recommended the attachment of the Site Review suffix <br />to the requested R-2 zoning for Tax lot 101 in order to address ingress and <br />egress. He said the properties are contiguous to the city limits and the <br />requested zoning conforms to the Metro Area General Plan and the Santa <br />Clara/River Road Public Facilitites Plan. <br /> <br />Mr. Croteau said the applicants have requested the application of the Tax <br />Differential Program to the properties. <br /> <br />Answering questions from Ms. Wooten, Ms. Brody said the tax differential plan <br />does not result in a negative impact on the City. She said sewers and police <br />services are provided to annexed properties immediately but other capital <br />improvements in the area are not implemented for several years. Mr. Croteau <br />said the Planning Commission recommended that the site review concerns for Tax <br />Lot 101 address compatibility with the surrounding residential properties and <br />safe and adequate ingress and egress. He said the site review procedures will <br />involve the width and alignment of the road to the multiple-family <br />development. He said site plans will be reviewed to ensure that the buildings <br />are one or two stories, that there is adequate screening between the multiple- <br />family development and the existing residential development, and that <br />entranceways are directed away from the existing residential development. <br /> <br />The councilors did not declare any ex parte contacts or conflicts of interest. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />February 23, 1987 <br /> <br />Page 4 <br />
