PUBLIC HEARING: EUGENE'S 1987/88 CITIZEN INVOLVEMENT PROGRAM

City Manager Micheal Gleason introduced the item. Jerry Jacobson of the
Planning Department gave the staff report. He said Eugene has had citizen
involvement in land use planning since 1975 and the program has satisfied
Statewide Planning Goal 1. He said most of the proposed changes to the
program are the result of a Citizen Participation Review Team's final report.
The report recommended that the role of the Citizen Involvement Committee
(CIC) be expanded to include general City information and participation
issues.

Mr. Jacobson said the proposed changes will result in the CIC reviewing a
citywide public information work plan, assisting the public information staff
in implementing the public information work plan, reviewing citizen
participation components of all major City plans, and reviewing status reports
concerning citizen involvement for all City departments. He said the CIC will
evaluate and recommend changes to the status reports but it will not enforce
its recommendations.

e

MINUTES--Eugene City Council

February 23, 1987

Page 5
