<br />e <br /> <br />Ms. Ehrman said a request from Switchboard did not qualify for the funds and <br />that precipitated the problem. She said the Joint Social Services Budget <br />Committee may recommend at its next meeting that the operating funds be <br />allocated to Whitebird Medical Clinic. <br /> <br />Ms. Ehrman moved, seconded by Ms. Schue, to approve <br />the supplement to the Amendment to the FY86-87 Community <br />Development Block Grant Statement of Objectives with the <br />deletion of the $15,000 allocation for the Whitebird <br />Medical Clinic. Roll call vote; the motion carried <br />unanimously, 7:0. <br /> <br />Ms. Ehrman said her vote should not be interpreted as a lack of support for the <br />Whitebird Medical Clinic. <br /> <br />Mr. Gleason said the funds just allocated by the council were impounded and <br />then released by the United States President. <br /> <br />Answering a question from Mr. Bennett, Mr. Gleason said the Joint Social <br />Service Fund budget next year will not include the money impounded and then <br />released by the President this year. Probably the total Block Grant funds <br />received by the City next year will be about 10 percent less than received <br />thi s year. <br /> <br />VIII. RESOLUTION ENDORSING HB2112 (OREGON ROADS FINANCE STUDY) <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Public Works Director <br />Christine Andersen gave the staff report. She said the Oregon Roads Finance <br />Study concerns the condition of the State roads. She said adoption of the <br />study will enable the City's support for the study to be entered into the <br />record of State Legislative hearings. <br /> <br />Res. No. 4028--A resolution endorsing the Oregon Roads <br />Finance Study, urging State legislators to <br />adopt the study's recommendations, and <br />establishing an effective date. <br /> <br />Ms. Ehrman moved, seconded by Ms. Schue, to adopt the reso- <br />lution. Roll call vote; the motion carried unanimously, 7:0. <br /> <br />IX. LEGISLATIVE SUBCOMITTEE ITEM: FERRY STREET BRIDGE <br /> <br />City Manager Micheal Gleason introduced the item. Public Works Director <br />Christine Andersen gave the staff report. She said the Ferry Street Bridge <br />has been on the City's list of transportation priorities for several years. <br />She said the current Federal Highway Bill provides an opportunity for the City <br />to access Federal funds for preliminary engineering studies. She said <br />concerns about the bridge involve capacity problems and the local <br />transportation network.
