e Ms. Ehrman said a request from Switchboard did not qualify for the funds and that precipitated the problem. She said the Joint Social Services Budget Committee may recommend at its next meeting that the operating funds be allocated to Whitebird Medical Clinic. Ms. Ehrman moved, seconded by Ms. Schue, to approve the supplement to the Amendment to the FY86-87 Community Development Block Grant Statement of Objectives with the deletion of the $15,000 allocation for the Whitebird Medical Clinic. Roll call vote; the motion carried unanimously, 7:0. Ms. Ehrman said her vote should not be interpreted as a lack of support for the Whitebird Medical Clinic. Mr. Gleason said the funds just allocated by the council were impounded and then released by the United States President. Answering a question from Mr. Bennett, Mr. Gleason said the Joint Social Service Fund budget next year will not include the money impounded and then released by the President this year. Probably the total Block Grant funds received by the City next year will be about 10 percent less than received thi s year. VIII. RESOLUTION ENDORSING HB2112 (OREGON ROADS FINANCE STUDY) e City Manager Micheal Gleason introduced the item. Public Works Director Christine Andersen gave the staff report. She said the Oregon Roads Finance Study concerns the condition of the State roads. She said adoption of the study will enable the City's support for the study to be entered into the record of State Legislative hearings. Res. No. 4028--A resolution endorsing the Oregon Roads Finance Study, urging State legislators to adopt the study's recommendations, and establishing an effective date. Ms. Ehrman moved, seconded by Ms. Schue, to adopt the reso- lution. Roll call vote; the motion carried unanimously, 7:0. IX. LEGISLATIVE SUBCOMITTEE ITEM: FERRY STREET BRIDGE City Manager Micheal Gleason introduced the item. Public Works Director Christine Andersen gave the staff report. She said the Ferry Street Bridge has been on the City's list of transportation priorities for several years. She said the current Federal Highway Bill provides an opportunity for the City to access Federal funds for preliminary engineering studies. She said concerns about the bridge involve capacity problems and the local transportation network.
