RESOLUTION CONCERNING CREATION OF AN ADVISORY COMMITTEE ON CRIME <br />PREVENTION <br /> <br />City Manager Micheal Gleason introduced the item. <br /> <br />Res. No. 4027--A resolution concerning creation of an <br />advisory committee on crime prevention. <br /> <br />Ms. Ehrman moved, seconded by Ms. Schue, to adopt the reso- <br />lution. Roll call vote; the motion carried unanimously, 7:0. <br /> <br />VII. CDBG CAPITAL PROJECTS FOR SOCIAL SERVICE AGENCIES <br /> <br />tit City Manager Micheal Gleason introduced the item. <br /> <br />Mr. Miller is a member of the Community Development Committee (CDC). He <br />recommended the funds ($100,000) be allocated by the Joint Social Services <br />Budget Committee. <br /> <br />Ms. Bascom and Ms. Ehrman represent the council on the Joint Social Services <br />Budget Committee. Ms. Bascom said the CDC recommended that 85 percent of the <br />funds be used for capital projects and 15 percent be used for operating <br />expenses. She said the Joint Social Services Budget Committee recommended <br />that the 15 percent be allocated for services to the homeless but a problem <br />developed and the material before the council indicates that $15,000 will be <br />allocated to Whitebird Medical Clinic. She discussed the advisability of <br />providing so much money for operating expenses for an established agency. She <br />recommended that the council approve only the expenditure of $85,000 for <br />capital improvements for the Buckley House, Eugene Emergency Housing, looking <br />Glass, Halfway Houses, Inc., and Womenspace. In that case, the Joint Social <br />Services Budget Committee could consider the best use of $15,000 for operating <br />expenses at its next meeting. <br /> <br />Mr. Miller said the CDC members recommended use of the funds for capital <br />improvements because they are "one time" funds and wi 11 not be received again. <br />He supported Ms. Bascom's recommendation. <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />February 23, 1987 <br /> <br />Page 7 <br />
