<br />e <br /> <br />Mayor Obie suggested the council direct the staff to draft a resolution that <br />indicates the city's voters have stated they do not wish to participate in <br />preparing for a nuclear war and that urges the Lane County Board of <br />Commissioners to decide not to participate in the exercises. <br /> <br />Mr. Miller said he supports consideration of the resolution Mayor Obie <br />suggested. <br /> <br />Ms. Bascom pointed out that City Manager Micheal Gleason has stated publicly <br />that there is no way to prepare for a nuclear war. <br /> <br />Answering a question from Mr. Holmert Mr. Gleason said the City has not <br />accepted funds from FEMA because acceptance would have required preparation <br />for survival after a nuclear attack. <br /> <br />D. Future Council Meetings <br /> <br />City Manager Micheal Gleason said the agendas for City Council meetings on <br />March 9 and 11 are very full. He suggested the councilors consider meeting on <br />March 16 if they are not able to address all the items on the March 9 and 11 <br />agendas. <br /> <br />Several councilors said they will not be able to attend a meeting on March 16. <br /> <br />Mr. Gleason said March 19t 1987 t has been suggested as a time for the <br />councilors to meet with the Springfield City Council and the Lane County Board <br />of Commissioners to discuss intergovernmental issues. Several councilors <br />said they will not be able to attend a meeting on March 19. <br /> <br />e <br /> <br />II. APPOINTMENTS TO NUCLEAR FREE ZONE TASK FORCE/AMENDMENT TO NUCLEAR <br />FREE ZONE ORDINANCE <br /> <br />City Manager Micheal Gleason introduced consideration of the item. <br /> <br />Mayor Obie said het Ms. Ehrmant and Mr. Holmer compose the Council <br />Subcommittee on Committees and they recommended nominees to the council for <br />the Nuclear Free Zone Task Force. He said they did not try to IIpackll the task <br />force in any way but he thinks that over 60 percent of the nominees believe <br />that Eugene should have such an ordinance. <br /> <br />Ms. Ehrman said subcommittee members did not interview all the nominees <br />because some positions on the task force were allocated to specific groups and <br />the subcommittee accepted the people nominated by the groups. She said a <br />February 24t 1987t communication from Citizen Action for Lasting Security <br />(CALS) indicated that one nominee might have a conflict of interest. <br /> <br />Responding to Ms. Ehrman's commentt City Attorney Tim Sercombe said a person <br />serving on a body that makes recommendations to the council usually does not <br />have conflicts of interest.
