e

Mayor Obie said the subcommittee wanted to have people on the task force who
would be affected by the Nuclear Free Zone Ordinance so the task force can
address that issue. He said CALS nominated some people and those people
probably also have a bias concerning the ordinance.

Mr. Holmer said the subcommittee tried to select people who would develop
recommendations about implementing the ordinance and, consequently,
subcommittee members sought people who would be affected by the ordinance. He
said the subcommittee did not intend to recommend people who would destroy the
ordinance.

Answering a question from Ms. Bascom, Ms. Ehrman said Mr. Sercombe indicated
he will discuss the conflict of interest issue individually with task team
members.

Ms. Bascom said she was reassured that 60 percent of the task team members are
proponents of the ordinance. She suggested that meetings of the task force be
videotaped.

Mayor Obie suggested the task force members consider how they would like the
meetings to function. He said cameras can be disruptive. He said he will
discuss the matter with the chairperson and vice chairperson of the task
force.

Mr. Rutan said funds to implement the Nuclear Free Eugene Ordinance were not
included the City's budget.

e

Ms. Ehrman moved, seconded by Mr. Holmer, to establish a
membership of 13 for the Nuclear Free Zone Task Force; to
confirm the charge of the Nuclear Free Zone Task Force
established by council action on January 13, 1987, and to
appoint the following members to the Nuclear Free Zone Task
Force:

CHAIRPERSON--Gerry Gaydos, 1631 E. 26th Avenue
(representing the Eugene Planning Commission)
VICE CHAIRPERSON--Stephen Johnson, 1825 Longview
(representing the research community)
MEMBERS:
Cynthia Wooten, 966 Jackson ..... .(representing the City Council)
Rob Bennett, 250 Palomino Drive ..(representing the City Council)
Ronna Friend, 1047 W. 10th.. ...... ......(representing the clergy)
Joyce Swan, 1635 Lorane.(representing the League of Women Voters)
Jim Piercey, 195 Sunshine Acres Drive...........(representing the
Metropolitan Partnership)
Darsh Atherly, 2538 Harris.(representing the Chamber of Commerce)
David Zupan, 972 W. 4th Avenue... ....(representing Citizen Action
for Lasting Security)
Nancy Willard, 443 Brookside Drive. .............(representing the
community at large)
Martha Evans, 2748 Agate....(representing the community at large)

e

MINUTES--Eugene City Council

February 25, 1987

Page 3
