<br />e <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that an elderly <br />person must have an income 80 percent or below the median <br />income in the area to qualify as a special category tenant. <br />Roll call vote; the motion carried 6:1 with Councilors Ehrman, <br />Schue, Wooten, Bascom, Rutan, and Miller voting aye and <br />Councilor Holmer voting nay. <br /> <br />Answering questions from Ms. Bascom and Mayor Obie, Ms. Johnson said the <br />existing ordinance indicates that people with incomes of 80 percent or less of <br />the median income may be classified as special category tenants. The Planning <br />Commission recommended that the income be lowered to 50 percent or less of the <br />median income. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that a person who is <br />not elderly or disabled as defined by the Condominium <br />Conversion Ordinance must have an income that is 80 percent <br />or less of the median income to qualify as a special category <br />tenant. <br /> <br />Responding to questions from Ms. Bascom, Ms. Brody said the Planning <br />Commission recommendation decreases the number of people who would qualify as <br />special category tenants. Ms. Johnson added that the Planning Commission <br />indicated that lowering the income level at which people would qualify as <br />special category tenants would provide help to people who need it most. <br /> <br />The motion carried 4:3 with Councilors Ehrman, Wooten, Schue, <br />and Miller voting aye and Councilors Bascom, Rutan, and <br />Holmer voting nay. <br /> <br />e <br /> <br />Mayor Obie said the staff will prepare an ordinance responding to the council <br />direction. Consequently, councilors will have another opportunity to <br />consider the issues when they consider the ordinance. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that a person who <br />does not qualify as elderly or disabled and who has an <br />income 80 percent or less of the median income must have <br />a minor dependent living in the home to qualify for benefits <br />as a special category tenant. <br /> <br />Ms. Schue said approval of the motion will mean that students with low incomes <br />who are not disabled will not be classified as special category tenants and <br />parents with minor children may be classified as special category tenants. <br /> <br />Answering a question from Mayor Obie, Ms. Johnson said the existing ordinance <br />permits students with low incomes to qualify as special category tenants. <br />Mayor Obie added that approval of the motion will mean that people with <br />incomes 80 percent or less of the median who are not disabled or elderly as <br />defined by the ordinance will not qualify as special category tenants unless <br />they have minor children living with them. <br /> <br />Responding to questions from Ms. Wooten, Ms. Brody, Mr. Gleason, and City <br />Attorney Tim Sercombe briefly discussed the motion. <br /> <br />-- <br /> <br />MINUTES--Eugene City Council <br /> <br />April 8, 1987 <br /> <br />Page 10 <br />
