<br />e <br /> <br />e <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the item. Robin Johnson, a consultant <br />with the Planning Department, gave the staff report. She distributed two <br />pages titled "Issues to be Resolved for Proposed Condominium Conversion <br />Revisions and Possible Wording for Motion" and "Proposed Eligibility and <br />Benefits for Special Category Tenants.1I <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the council <br />accept the definition of "disabled" recommended by the <br />Planning Commission. <br /> <br />Mr. Holmer said revisions to the Condominium Conversion Ordinance are not an <br />appropriate way to address the problems of displaced tenants because it does <br />not address the equal needs of people who live in mobile homes. Therefore, he <br />will oppose all the proposals. He said he favors retaining the existing <br />ordinance until the problems of all people who are removed from their homes <br />involuntarily are considered. <br /> <br />Roll call vote; the motion carried 6:1 with Councilors Ehrman, <br />Schue, Wooten, Bascom, Rutan, and Miller voting aye and <br />Councilor Holmer voting nay. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that a person must <br />be 62 or older to qualify as an "elderly" special <br />category tenant. <br /> <br />Mayor Obie said the Planning Commission recommended that the age be 70 or <br />older. <br /> <br />Ms. Schue said she opposes the motion. She is 61 years old and her husband is <br />63. She said they would not require public assistance in making choices if <br />they had to move from rented housing. She said she and her husband are typical <br />of many people who are able to handle such a situation. She said people who <br />would. need assistance in making decisions would be classified as disabled by <br />the provisions in the ordinance. She said she supports the Planning <br />Commission recommendation. <br /> <br />Ms. Bascom said she also supports the Planning Commission recommendation. <br /> <br />Roll call vote; the motion failed 2:5 with Councilors Ehrman <br />and Wooten voting aye and Councilors Schue, Bascom, Rutan, <br />Miller, and Holmer voting nay. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that a person must <br />be 70 or older to qualify as an "elderly" special <br />category tenant. <br /> <br />Ms. Wooten said 70 is too old.
