INDUCEMENT RESOLUTION FOR AIRPORT EXPANSION <br /> <br />City Manager Micheal Gleason introduced the item. Finance Director Warren <br />Wong gave the staff report. He said the inducement resolution is required by <br />the Tax Equity and Fiscal Responsibility Act of 1982. The resolution <br />indicates expenses for the Mahlon Sweet Airport expansion can be reimbursed <br />from the proceeds from general obligation and revenue Bonds. He said the <br />voters approved $5.83 million in general obligation bonds on March 31, 1987, <br />and $8.130 million is higher than probably will be needed to provide <br />flexibility. He said current negotiations with the airlines indicate they <br />will provide about $5.6 million but that may increase when Continential <br />Airlines serves Eugene. He said the interest and the debt service will be <br />determined by the date the bonds are issued. Answering a question from Mr. <br />Holmer, Mr. Wong said $18,341,000 is the cost of the airport expansion that <br />was publicized. <br /> <br />e <br /> <br />Res. No. 4037--A resolution of the City of Eugene, Lane County, <br />Oregon, giving preliminary approval to the <br />issuance of a combination of general obligation <br />bonds and revenue bonds in an aggregate amount <br />not to exceed $14,000,000 to finance <br />acquisition, construction and equipping of <br />airport improvements including terminal <br />building, parking facilities, road system, <br />bond issuance costs, and incidental costs. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the <br />resolution. <br /> <br />Referring to page 2, Section 1 of the resolution, Mr. Holmer said he <br />questioned the use of the term "GO Bonds" in an official resolution. <br /> <br />Roll call vote; the motion carried unanimously, 6:0. <br /> <br />XII. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR SOCIAL <br />SERVICES <br /> <br />City Manager Micheal Gleason introduced the item. Linda Dawson of the <br />Development Department gave the staff report. She said the council approved <br />the use of $85,000 in deferred Community Development Block Grant funds on <br />February 23 for capital improvements to five agencies.
