<br />e <br /> <br />Ms. Bishow said the Planning Commission and the Citizen Involvement Committee <br />reviewed procedures for citizen-initiated amendments to refinement plans. <br />Then the Planning Commission considered the Chef Francisco request and <br />recommended its approval to the City Council. The Planning Commission also <br />recommended approval of a change in the description of the applicable Mixed <br />Use area in the text of the refinement plan. <br /> <br />Ms. Bishow said the Chef Francisco representatives requested a change in the <br />designation in the Whiteaker Refinement Plan of Tax Lots 5900, 6000, and 6100 <br />from Medium Density Residential to MU Mixed Use. She said the Mixed Use <br />designation permits several commercial, industrial, and residential zoning <br />districts and, if the refinement plan amendment is improved, Chef Francisco <br />representatives probably will apply for industrial zoning for Tax Lots 5900, <br />6000, and 6100. Industrial zoning will permit the properties to be used for <br />employee parking. She said the additional employee parking will be required <br />if the Chef Francisco facilities are expanded as planned. <br /> <br />Ms. Bishow said the change in the refinement plan text recommended by the <br />Planning Commission responded to public testimony. The commission <br />recommended that the bike path be the boundary between residential and <br />industrial use along Polk Avenue and that the Hearings Official consider <br />applying the site review subdistrict to the zoning on Tax Lots 5900, 6000, and <br />6100. <br /> <br />Ms. Bascom said attachment of the site review subdistrict to the zoning on Tax <br />Lots 5900, 6000, and 6100 is important so that an appropri ate path to <br />Whiteaker school can be provided. <br /> <br />e <br /> <br />Answering a question from Ms. Bascom, Ms. Bishow said the City Council cannot <br />require the Hearings Official to attach the site review subdistrict to the <br />zoning on Tax Lots 5900, 6000, and 6100. The proposed amendment to the Metro <br />Plan text gives strong direction, however, to do so. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />Ron Walro, 777 High Street, said he represented Chef Francisco, Inc. He said <br />Chef Francisco did not intend that citizen participation in the refinement <br />plan amendment process should be limited in any way. He said Chef Francisco <br />originated in Eugene in 1946 and now has plants in several states. Chef <br />Francisco has a bakery and a soup processing operation in Eugene. Company <br />officials plan to expand the soup processing operation and additional parking <br />will be required. He said about 80 new jobs will be created and about 30 jobs <br />will be stabilized by the expansion. <br /> <br />Mr. Walro said Chef Francisco representatives do not object to the Planning <br />Commission recommendations. He said Chef Francisco representatives will <br />involve the nearby community when a zone change is requested for Tax Lots <br />5900, 6000, and 6100. He satd the owners of the Consumers Food Warehouse will <br />not permit Chef Francisco to use that parking lot for employee parking. <br /> <br />Mr. Walro said the Chef Francisco change in designation for Tax Lots 5900, <br />6000, and 6100 will impact the community minimally.
