<br />e <br /> <br />Cheryle Hawkins, 1350 Bailey, said she lives about a block from Chef <br />Francisco. She said she opposes the refinement plan amendment because Tax <br />Lots 5900, 6000, and 6100 were designated residential to prevent encroachment <br />of industrial and commercial uses into the residential area and to provide a <br />buffer for the res i dent i a 1 a rea. She sa i d she does not oppose economi c <br />development. <br /> <br />Ms. Hawkins said one parking lot exists on Polk Avenue and approval of another <br />parking lot will create congestion at the Polk and Railroad avenues <br />intersection. She suggested a parking signal be installed at the intersection <br />if the proposed development is approved. <br /> <br />Ms. Hawkins said she hopes the house on Tax Lot 5900 will be moved so that it <br />can be preserved. She also hopes the large tree can be preserved also. <br /> <br />There being no additional requests to testify, Mayor Obie closed the public <br />hearing. <br /> <br />Replying to questions from Ms. Ehrman, Ms. Bishow said a surface parking lot <br />probably will be developed on the properties but parking structures are <br />permitted in industrial zoning districts. Mr. Croteau added that the height <br />of structures on industrially zoned properties is not limited but the height <br />of structures within 50 feet of residentially zoned properties is limited to <br />two and a half stories. He said a site review criteria concerning <br />compatibility of scale and bulk with adjacent properties could be added to the <br />site review concerns recommended by the Planning Commission. <br /> <br />Ms. Ehrman said she favors the addition of the criteria Mr. Croteau suggested. <br /> <br />~ Ms. Bascom said Tax Lots 5900, 6000, and 6100 are near some of the best bicycle <br />facil it i es in the ci ty. She suggested 8i cycl e Commi ttee and Ci ty staff <br />members discuss how employees can be encouraged to ride bicycles with Chef <br />Francisco representatives. <br /> <br />Ms. Schue said the issues raised by Ms. Hawkins are valid and should be <br />addressed during the zone change process. <br /> <br />CB 2955--An ordinance affecting amendments to the Whiteaker <br />Refinement Plan; repealing Resolution No. 2899; and <br />declaring an emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with <br />unanimous consent of the council. and that enactment be <br />considered at this time.
