<br />e <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; all <br />councilors present voting aye, the bill was declared passed <br />(and became Ordinance No. 19460) <br /> <br />V. PUBLIC HEARING: ANIMAL CONTROL ORDINANCE <br /> <br />City Manager Micheal Gleason introduced the item. Assistant City Manager Dave <br />Whitlow gave the staff report. He said the City and Lane County undertook a <br />revision of the animal control regulations because of attacks on livestock and <br />domestic animals, because of attacks on people by vicious dogs in the Portland <br />area, and in order to keep local regulations in conformance with with the <br />City of Portland v. Dollarhide decisions. <br /> <br />Mr. Whitlow said the proposed ordinance provides for the classification of <br />potentially dangerous dogs. He said several City departments and the Lane <br />County Veterinary Association reviewed the ordinance. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />Margaret Wilson, 223 Conestoga Way, said her cat, Lucky, was attacked by a <br />large dog (a Labrador) being walked by its owner. She said the dog went across <br />her yard and grabbed Lucky. The cat's lungs and heart were punctured and his <br />back was broken. The cat died. Ms. Wilson had a veterinary bill of $85.50. <br /> <br />e <br /> <br />Ms. Wilson said her other cat, Mars, was attacked by another dog a week after <br />Lucky was killed. Mars also was killed. She said something should be done <br />about vicious dogs. She said she herself is afraid of vicious dogs. She urged <br />the council to approve strict animal regulations and to enforce them. <br /> <br />There being no additional requests to testify, Mayor Obie closed the public <br />hearing. <br /> <br />Mr. Whitlow said the dogs that attacked Ms. Wilson's cats would be classified <br />Level 5 and the provisions in the ordinance specifically address such animals. <br /> <br />Mr. Miller said he appreciates the work of Mr. Whitlow and Lane County <br />officials because dogs have attacked people in his area. <br /> <br />Answering questions from Ms. Ehrman, Mr. Whitlow said he does not anticipate <br />many additional costs because of the proposed revisions. <br /> <br />CB 2956--An ordinance concerning animal regulations, amending <br />Sections 4.345 and 4.990 of the Eugene Code, 1971; <br />renumbering Sections 4.350 and 4.450 of that code; <br />amending and renumbering Sections 4.330, 4.340, 4.355, <br />4.360, 4.365, 4.370, 4.375, 4.385, 4.390, 4.400, <br />4.405, 4.415, 4.425, 4.430, 4.440, 4.445, and 4.455 of <br />that code; repealing Sections 4.380, 4.410 and 4.435 <br />of that code; adding new Sections 4.335, 4.340, <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />April 13, 1987 <br /> <br />Page 6 <br />
