<br />4.685, 4.725, 4,729, 4.730, 4.731, 4.735, 4.745,
<br />4.755, 4,760, 4.780, 4.805, 4.905, 4.911, 4.912,
<br />4.915, 4.920, 4.930, 4.940, 4.942, 9.960, 4.990, and
<br />and 4.995 of that code, repealing Sections 4.170,
<br />4.225, 4.280, 4.285, 4.290, 4.705, 4.710, 4.765,
<br />4.785, and 4.790 of that code; adding Sections
<br />Sections 4.726,4.732,4.782,4.806,4.807,4.808
<br />4.809, 4.886, 4.887, 4.888, 4.889, 4.890, 4.891,
<br />4.906,4.916,4.917, and 4.943 to that code; and
<br />declaring an emergency.

<br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be
<br />read the second time by council bill number only, with
<br />unanimous consent of the council, and that enactment be
<br />considered at this time. Roll call vote; the motion carried
<br />unanimously, 6:0.
<br />
<br />Council Bill 2957 was read the second time by council bill number only.
<br />
<br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be
<br />approved and given final passage. Roll call vote; all
<br />councilors present voting aye, the bill was declared passed
<br />(and became Ordinance No. 19462).

<br />VII. PUBLIC HEARING: VACATION OF PEDESTRIAN RIGHT-OF-WAY (Gregory White)
<br />(PV 87-1)
<br />
<br />City Manager Micheal Gleason introduced the item. Jim Croteau of the Planning
<br />Department gave the staff report. He said the pedestrian way is not used and
<br />is not likely to be used because of its location. He said public access to the
<br />ridgeline park area is now provided from Willamette Street. He said the
<br />Parks, Recreation, and Cultural Services Department staff approved the
<br />proposed vacation.
<br />
<br />Answering questions from Ms. Ehrman and Mr. Bennett, Mr. Croteau said the City
<br />required paving of the pedestrian way when the subdivision was approved. The
<br />developer paid for the improvement.
<br />
<br />Mayor Obie opened the public hearing.
<br />
<br />Greg White, 15 East 33rd, said he petitioned for the vacation. He said the
<br />pedestrian way goes to the edge of a cliff and is useless.
<br />
<br />There being no additional requests to testify, Mayor Obie closed the public
<br />hearing.
