Rates below that would mean decreases in <br />existing operating and capital expenses, <br /> <br />e <br /> <br />Ms. Bascom again expressed concern about future capital needs and said she <br />prefers the $6.35 rate with a requirement that reserves be accumulated. <br />Mr. Gleason pointed out that the council controls capital expenditures. <br /> <br />Respnding to a comment from Mayor Obie, Mr. Gleason said sewer charges are <br />included on Eugene Water & Electric Board (EWEB) bills. He said EWEB requires <br />implementation of an ordinance changing the rates before July 1. Otherwise, <br />EWEB wi 11 not change the rates for two months. Therefore, he hoped the <br />council will decide about the rates on June 10, 1987. Answering a question <br />from Mayor Obie, George Jessie of the Public Works Department said the MWMC <br />recommended about a 6.5 percent rate increase in the regional sewer rate for <br />each of the next two years. The rates would not be staggered. <br /> <br />V. PUBLIC HEARING: AMENDMENTS TO THE EUGENE CODE REGARDING ANNEXATIONS <br />(CA 86-3) <br /> <br />City Manager Micheal Gleason introduced the item. Gary Chenkin of the <br />Planning Department gave the staff report. He said the proposed changes to <br />Chapter 9 of the City Code clarify the annexation criteria. He said one <br />change would substitute "orderly, efficient, and timely" for "logical" in the <br />description of service delivery boundaries. The other change would permit <br />consideration of non-contiguous residential and commercial land. Non- <br />contiguous annexations are now limited to industrial land. He said some <br />people have requested annexation of residential land because they would like <br />~ their properties to be connected to the City sewers. <br /> <br />Mayor Obie opened the public hearing. <br /> <br />There being no requests to testify, Mayor Obie closed the public hearing. <br /> <br />CB 2963--An ordinance concerning annexations; amending Section <br />9.158 of the Eugene Code, 1971; and declaring an <br />emergency. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />read the second time by council bill number only, with unanimous <br />consent of the council, and that enactment be considered at this <br />time. Roll call vote; the motion carried unanimously. <br /> <br />Council Bill 2963 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage.
