VI. RATIFICATION OF METROPOLITAN WASTEWATER MANAGEMENT COMMISSION (MWMC)
FY88 BUDGET

e

City Manager Micheal Gleason said about 80 percent of the MWMC budget was
presented to a Budget Subcommittee as the operating cost of the wastewater
treatment plant. About 20 percent of the MWMC budget will provide a sludge
site. He said the MWMC recommended approval of the budget.

Ms. Ehrman moved, seconded by Mr. Holmer, to ratify the
Metropolitan Wastewater Management Commission Budget for FY88.

Answering a question from Mayor Obie, Mr. Gleason said the MWMC budget is
supported by the regional sewer charge which has been adopted by the Lane
County Board of Supervisors and the Springfield City Council. If the Eugene
City Council does not adopt the budget, the MWMC will have to reconsider its
budget. He said the regional sewer rate does not affect the local rate.

Mr. Bennett, the council1s representative on the MWMC, said he reviewed the
budget.

Mr. Holmer said the budget indicates the regional monthly sewer charge for a
single-family dwelling will increase from $4.52 to $4.77 but the council was
told earlier in the evening the charge will increase from $4.61 to $4.91.
Mr. Whitlow responded that the flow based rate calculations for Eugene and
Springfield are different. He discussed the differences and said he could
present exact figures to the council on June 10.

Mr. Holmer said the MWMC, Eugene, and Springfield should all use the same
~ assumptions in figuring regional rates.

Mr. Rutan said he would like the minutes of the MWMC public hearing on
regional sewer rates. He requested that the item be held over to June 10,
1987.

Ms. Ehrman withdrew the motion.

Mayor Obie said the item will be held over until June 10, 1987.

VII. RESOLUTION SUPPORTING THE SUPERCONDUCTING SUPER COLLIDER

City Manager Micheal Gleason reviewed the members of the Southern Willamette
Research Corridor and said they requested approval of a resolution
recommending the Willamette Valley as the site of the superconducting super
collider.

Mayor Obie pointed out that the superconducting super collider was among the
priorities for Federal action approved by the council in February 1987.

Answering questions from Ms. Ehrman and Mr. Holmer, Jody Miller of the
Intergovernmental Relations Division said two other sites in Oregon and ten
other states are being considered as sites for the superconducting super
collider. Mr. Gleason said the Nuclear Free Zone Task Force has not

-

MINUTES--Eugene City Council

June 8, 1987

Page 11
